The proposed resolution amends Traffic Engineering’s 2022 Adopted Operating Budget to appropriate a $346,400 Transportation Alternative Program grant. This grant will support the expansion of the Madison BCycle system to reach underserved neighborhoods. The award represents 80% of construction costs and will be passed through to Madison B-Cycle who is funding construction costs. Additionally, the 20% match required by the grant will funded by Madison B-Cycle.

Amending the 2022 Adopted Operating Budget for Traffic Engineering - Bicycle & Pedestrian Services to accept a $346,400 Transportation Alternative Program (TAP) grant from the Wisconsin Department of Transportation for Project I.D. 5992-22-00 (City of Madison Electric Bicycles) and authorizing the Mayor and City Clerk to execute the TAP grant agreement with the State of Wisconsin Department of Transportation along with the Madison B-Cycle Expansion Grant Agreement with B-Cycle LLC.

WHEREAS, the City of Madison Department of Transportation and B-Cycle LLC, the owner and operator of Madison B-Cycle, are proposing the expansion of the Madison B-Cycle system to reach underserved neighborhoods to build a more equitable bikeshare system. The expansion project proposes adding 11 new stations and 55 electric-assist bicycles. Locations will include expansion to Warner Park, S Park St, Goodman Pool, Sycamore Park, Demetral, and other underserved locations.
WHEREAS, on January 18, 2022, by RES-22-00065 (File No. 68627), the Council authorized the City’s application for federal grant funding for the B-Cycle expansion project under the federal Transportation Alternatives Program (TAP).
WHEREAS, the City was informed that the expansion project was awarded a TAP federal grant that will reimburse the City for 80% of participating construction costs, to a maximum of $346,400. B-Cycle LLC has agreed to absorb the 20% local share of the project costs. The proposed project is expected to be completed in 2023.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for the City of Madison Electric Bicycles project to add B-Cycle stations and electric-assist bicycles in new locations.
BE IT FURTHER RESOVED, that the Mayor and City Clerk are hereby authorized to execute the Madison B-Cycle Expansion Grant Agreement with B-Cycle LLC, on terms consistent with the agreement attached hereto and in a format approved by the City Attorney.
BE IT FURTHER RESOLVED, that the 2022 Adopted Operating Budget is amended to appropriate $346,400 in federal sources within the Grant Fund for Traffic Engineering - Bicycle & Pedestrian Services.
