Fiscal Note
This resolution proposes to amend (amendment #4) an existing contract for architectural and engineering consulting services for the Metro Transit Maintenance Facility phased upgrades located at 1 S. Ingersoll St (formally 1101 E. Washington Ave.). Funding is included in the Adopted 2025 Metro Transit Capital Budget in the Facilities Repairs and Improvement program (MUNIS 85002).
Contract 8846, including amendments #1, #2 and #3, authorizes $2,241,139 for this contract.
Amendment #4 would add $606,167 to the contract and result in a total authorization of $2,847,306.

Authorizing the Mayor and City Clerk to amend and extend an existing competitively selected service contract with Mead and Hunt for architectural and engineering services for the Metro Transit Maintenance Facility (1 S Ingersoll St; formally 1101 E Washington Ave) Facility Upgrade, Phase 3B. (District 6)
Body
WHEREAS, City Engineering and Madison Metro Transit require architectural and engineering (A/E) consulting services to complete the Schematic Design, Design Development, Construction Documentation, Bidding and Negotiation, Construction Administration and Warranty work for a phased facility upgrade; and
WHEREAS, City Engineering and Madison Metro Transit worked with the Purchasing Division to issue RFP # 8846 to solicit proposals for such services, and received 5 proposals; and
WHEREAS, an evaluation team consisting of Purchasing and relevant Engineering and Metro Transit staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references; interviewed finalists and Mead and Hunt was selected through this process;
WHEREAS, originally, the scope of work involved implementing recommendations from a facility study completed in 2018 including: a 2021 project for Phase 3A - maintenance bay replacement, a 2022 project for Phase 3B - administrative and support area remodel, and a 2023 project for Phase 3C - bus storage remodel; and
WHEREAS, Phase 3A design work was completed in 2021 and Phase 3A Construction work was completed 8/1/2023; and
WHEREAS, The Contract was originally executed on 2/7/2020 and set to expire on 12/31/2024
WHEREAS, Amendments #1 and #2 paid for some minor additional scope items during phase 3A; and
WHEREAS, Amendment #3 combined phases 3B and 3C and included additional scope items: LEED Certification at a schematic level, Updated Space Planning, Security Fencing schematic design, Roof schematic design for grant submission, Façade Restoration and schematic design for Exterior Lighting; and
WHEREAS, Amendment #4 would add more additional scope to meet the needs of Metro Staff including: Full LEED Certification, WELL Certification, Full design of the roof, Full design for façade changes to support an art project, a new elevator, a new exterior patio space/landscaping, replacement of failed sanitary piping and a small addition to the maintenance bay; and
WHEREAS, Amendment #4 would also extend the contract term from 12/31/2024 to 12/31/2027
WHEREAS, Phase 3B and 3C were originally planned to happen sooner, and the delay resulted in increased hourly rates for consultants; and
WHEREAS, the original authorization for this contract, including Amendments #1, #2 and #3 is $2,241,139. Amendment #4 would add $606,167, which includes $34,237 for increased hourly rates and $571,930 for additional scope items;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute a contract amendment with Mead and Hunt, Inc for architectural and engineering services for the Metro Transit Maintenance Facility at 1 S Ingersoll St in the amount of $606,167, for a total contract amount not to exceed $2,847,306 and to extend the term to cover the period from December 31, 2024 to December 31, 2027.
