Fiscal Note
Federal, State and other dollars are available to cover the project costs and were approved by the Common Council at various times during 2012. No new City dollars are included in this Resolution.
Title
Authorizing the carry-over of CDBG, HOME and other funds, and the extension of previously authorized projects within the Community Development program budget.
Body
The CDBG Committee has traditionally identified certain projects for Council approval to "carry-over" their funds approved in the previous years. Typically, the Committee has recommended carry-over of selected capital projects and programs that have encountered some difficulty beyond their control or which face unusual circumstances. The Community Development Division (CDD) normally continues those projects or programs that have been approved by the Council since April, or capital projects that have entered into subcontracts for implementation by December 15th of each year.
Action
WHEREAS, the CDBG program, as amended, and it implementing regulations located at 24 CFR 570.200 ff, permit the City of Madison to help community agencies which benefit low and moderate income persons; and,
WHEREAS, the HOME program, as amended, and it implementing regulations located at 24 CFR 92, permit the City of Madison to assist housing programs and projects which benefit low and moderate income persons; and,
WHEREAS, the ESG program, as amended, and it implementing regulations located at 24 CFR 576, permit the City of Madison to assist low income persons to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness; and,
WHEREAS, The CDBG Committee and CDD staff have reviewed these recommendations, find that they further the goals of the CDBG program expressed in the Five-Year Community and Neighborhood Development Plan and recommend Council adoption,
NOW THEREFORE, BE IT RESOLVED, that the Common Council approves the carry-over of the following previously approved projects, to be completed by December 31, 2013, because they were either:
A. New projects that were approved since April 2012, including;
1. Emergency Solutions Grant (ESG) funded projects, including:

· CACSCW - Rentable Expanded Program
· Dane County Parent Council - Hope House Support Services
· Legal Action of WI - Legal Advocacy
· Porchlight - STABLE Program
· Porchlight - Outreach Medical Services
· The Road Home - Shelter Case Management
· Stoughton Urban Ministries - Pathways to Self Sufficiency
· The Salvation Army - Medical Shelter Vouchers
· Tellurian - Employment and Benefits Coordinator
· Tenant Resource Center - Housing Mediation
· United Way of Dane County - Rapid Re-Housing Program
· United Way of Dane County - Rapid Re-Housing Program
· YSOSW - Homeless Youth Outreach
· YWCA - Second Chance Case Management
2. Movin' Out, Homeownership Downpayment Assistance (HOME)
3. Movin' Out, Troy Drive (HOME)
4. YWCA Empowerment Center Rehab, Accessibility Improvements (CDBG)
5. Access Community Health Center, Southside Clinic Land Acquisition (CDBG)
6. Community Development Authority, Mosaic Ridge (AHTF)
B. Projects that have been delayed or other project-specific reasons, as identified
below:
1. Northside Planning Council, FEED (kitchen incubator) project (CDBG funds), due to project delays
2. Leopold neighborhood revitalization projects (CDBG funds), pending completion of the Leopold Concentration Neighborhood Plan development process
3. Madison Area CLT homeownership, (HOME) due to project delays
4. Movin' Out, rental development, (HOME) due to delay on finding a site
5. Movin' Out, Harbor House, (HOME), due to delays in approval of other federal funds
6. Common Wealth Development, rental development, (HOME), due to delayed closing
7. Madison Metro Northside Bus Shelter & Benches (CDBG), due to project delays
8. Operation Fresh Start , Housing Development, (HOME) two (2) properties acquired in 2012 to be completed in 2013
