Body
WHEREAS, the 2005 City of Madison budget (page 158, project number 53) includes an allocation of $10,547 to the Girl Scouts of Black Hawk Council - Girl Neighborhood Power program for after-school and evening enrichment activities for girls ages 9 - 14 years living in the Bridge/Lakepoint neighborhood; and
 
WHEREAS, the Girl Scouts of Black Hawk Council have been a strong partner in the Girl Neighborhood Power program since its inception nearly 8 years ago and have provided services in a challenged neighborhood when there were few other service providers and the neighborhood was undergoing a major transition and alteration of much of the housing stock; and  
 
WHEREAS, the Girl Scouts of Black Hawk Council remained a consistent positive presence and resource for girls and their families living in the Bridge/Lakepoint neighborhood throughout these difficult transitions and have provided substantial independent fundraising to support the Bridge/Lakepoint Girl Neighborhood Power site in the past four years; and
 
WHEREAS, in January 2005 the Board of Director's of the Girl Scouts of Black Hawk Council, as part of a larger strategic planning process, analyzed the grants they receive and how the grants apply to the mission and overall values of Girl Scouting, as well as the financial impact and the future sustainability of each grant the program; and
 
WHEREAS, both the Girl Scouts staff person responsible for direct services at the Bridge/Lakepoint Girl Neighborhood Power site and the staff person who provides supervision to the direct service staff as well as administrative duties with Girl Neighborhood Power resigned in January 2005; and
 
WHEREAS, the Bridge/Lakepoint/Waunona Neighborhood Center, under the management of the Vera Court Neighborhood Center, now has a solid financial, administrative and staff resource base, began providing direct services to teens in January 2005 and seeks to provide additional direct services to neighborhood residents; and
 
WHEREAS, the staff for the Bridge/Lakepoint/Waunona Neighborhood Center have worked closely with both the community-wide Girl Neighborhood Power initiative, as well as the Girl Scouts of Black Hawk Council Bridge/Lakepoint Girl Neighborhood Power site; and
 
WHEREAS, the YWCA of Madison, the lead organization for the community-wide Girl Neighborhood Power initiative, and the Office of Community Services have provided guidance and direction for the future of the Bridge/Lakepoint Girl Neighborhood Power site; and
 
WHEREAS, based to their strategic plan, staff transition and the strong management of the Bridge/Lakepoint/ Waunona Neighborhood Center, the Girl Scouts of Black Hawk Council have relinquished the provision of services at the Bridge/Lakepoint Girl Neighborhood Power site as of February 28, 2005; and
 
WHEREAS, the Girl Scouts of Black Hawk Council provided services for the period January 1 -February 28, 2005 for a total City cost of $4,271; and
 
WHEREAS, the Community Services Commission supports the recommendation to re-allocate the remaining 2005 City funds from Girl Scouts of Black Hawk Council to the Bridge/Lakepoint/ Waunona Neighborhood Center; and
 
NOW THEREFORE BE IT RESOLVED that the Common Council approves expenditure of $4,271 by the Girl Scouts of Black Hawk Council for the period January 1 - February 28, 2005, and the re-allocation of $6,276 to the Bridge/Lakepoint/Waunona Neighborhood Center (dba Vera Court Neighborhood Center) for services to be provided for the Bridge/Lakepoint Girl Neighborhood Power site for the period March 1 - December 31, 2005.
