Fiscal Note
The proposed resolution authorizes amendment #1 to the existing Architectural/Engineering design services contract (#9738) for the Utility Materials Handling Site project. The contract amendment would add $50,000 to the existing authorized contract amount of $364,488 to provide for additional civil engineering services required for the design of a private drive access from the north off of Millpond Rd to the project site for a revised contract total of $414,488. This resolution further authorizes the contract total to be increased up to a total $420,000 to cover minor contingencies. The original contract was approved via RES-26-00043 (Legistar #91438) on February 24, 2026. Funding for this contract and the proposed amendment is authorized in the Sewer Utility Adopted Capital Budget in the Utility Materials Handling Site project (Munis #13599). No additional appropriation is required.

Authorizing the Mayor and City Clerk to amend an existing competitively selected service contract with Dimension IV Madison LLC for architectural and engineering services for the Utility Materials Handling Site located at 7404 Siggelkow Rd., McFarland, WI (District 16)
Body
WHEREAS the parties, the City of Madison and Dimension IV Madison LLC entered into a contract for the purchase of professional architectural design and construction administration services for the Utility Materials Handling Site project on February 24, 2026 (RES-26-00043 File 91438); and
WHEREAS, during the pre-design process the scope of work expanded to include adding a northerly site access, Private Drive Extension, to the property from Millpond Road which will include additional engineering for site related elements in accordance with Federal, State and Municipal requirements; and
WHEREAS, the civil scope will be expanded to provide a Private Drive Extension design by preparing a grading and drainage plan for the access road in accordance with City of Madison requirements and incorporated into the Schematic, Design Development and Construction document deliverables of the project; and
WHEREAS, a stormwater management Plan and Erosion Control Report will be provided for the redeveloped impervious area and any new impervious area associated with the Private Drive Extension; and
WHEREAS, the Private Drive Extension plan will include a new crossing over a waterway and FEMA (Federal Emergency Management Agency) floodplain, with updates improving the existing modeling, including the current driveway and culvert; and
WHEREAS, the Private Drive Extension will include preparation and submitting documents for FEMA CLOMR (Conditional Letter of Map Revision) and FEMA LOMR (Letter of Map Revision), and additional permit applications to WDNR (Wisconsin Department of Natural Resources), FEMA and USACOE (US Army Corp of Engineers); and
WHEREAS, the original authorization for this contract is $364,488. The proposed Amendment #1 would add $50,000, which covers the additions previously mentioned, for a new contract total of $414,488; and
WHEREAS the existing contract term is unchanged and will expire on December 29, 2028; and
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute a contract amendment in the amount of $50,000 with a new contract total of $414,488 with Dimension IV Madison LLC for architectural and engineering services for the Utility Materials Handling Site project, for the work as described above.
BE IT FURTHER RESOLVED, that the contract not to exceed total may be increased to a total of $420,000
as needed to cover other minor contingencies.
