Title
Authorizing the Mayor, City Clerk and Chief of Police to accept the FY 2005 Edward Byrne Memorial Justice Assistance Grant award in the amount of $199,681 and to utilize these funds to support several law enforcement initiatives.
Body
WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, merged the former Local Law Enforcement Block Grant and the Byrne Grant programs into one Justice Assistance Grant (JAG) Program; and,
 
WHEREAS, the terms of the grant require that Dane County and the City of Madison submit a joint application under one agency; and,
 
WHEREAS, on March 24, 2005, Mayor Dave Cieslewicz and County Executive Kathleen Falk signed a Memorandum of Agreement regarding a proposed plan for the allocation and administration of any funds awarded; and,
 
WHEREAS, on March 30, 2005 a copy of this proposal was circulated to all City of Madison alderpersons and Dane County supervisors and no comments were received; and,
 
WHEREAS, a public hearing was held on March 29, 2005 with recommendations of support of the proposal from representatives of various agencies designated to receive funding through this grant program; and,
 
WHEREAS, the former awards have been utilized in the past to support the efforts of the Dane County Gang and Narcotics Task Force, the Dane County District Attorney's Office, the Dane County Drug Court, the Dane County Victim/Witness Program, the Madison Police Department and the Dane County Sherriffs Office.
 
NOW THEREFORE BE IT RESOLVED that the Mayor, City Clerk, and Chief of Police are authorized to accept the $199,681 from the Office of Justice Programs, Bureau of Justice Assistance; and,
 
BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:
 
1)  The Dane County Gang and Narcotics Task Force will receive $149,681 for personnel costs associated with the Task Force, a half-time Dane County prosecutor and ongoing operational costs.  
 
2)  The Madison Police Department will receive $15,000 plus any accrued interest from the segregated fund for the purchase of equipment to enhance problem-solving capabilities, for the support of traffic safety initiatives, for computer investigations, for tactical operations and technology services.  (SG41-55510)
 
3)  The Dane County Sherrifs Department will receive $5,000 for the purchase of crowd control equipment.  (SG41-57900)
 
4)  The Dane County Department of Human Services will receive $20,000 to support the Drug Court Program.  (SG41-54901)
 
5)  The Dane County District Attorney's Office will receive $10,000 to support the Victim/Witness Program.  (SG41-54901)
 
BE IT FINALLY RESOLVED that the Comptroller and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
