No additional City funds are being requested by this Resolution, and there is no impact on the local City levy.

Authorizing the City of Madison, through the Madison Senior Center, to accept an eight-month OASIS Institute grant, along with local funds from the Madison Senior Center Foundation, for continued support of Madison’s CATCH Healthy Habits program during 2015; and amending the Community Development Division’s 2015 Adopted Operating Budget to recognize associated revenues and commensurate expenditures.

BACKGROUND
According to the National Center for Chronic Disease Prevention and Health Promotion, the United States is facing an epidemic in childhood obesity that has more than tripled among children aged 6-11 years in the past 30 years, from 6.5% in 1980 to 19.6% in 2008.
CATCH Healthy Habits, an intergenerational physical activity and nutrition program, is an adaptation of the nationally recognized, evidence-based Coordinated Approach to Child Health (CATCH) curriculum, developed by the University of California at San Diego and the University of Texas. CATCH positively impacts both senior adult volunteers, who facilitate the program sessions to encourage healthy eating, and children in kindergarten through fifth grade, who are provided with nutrition lessons, snacks, and fun physical activities.
Since 2011, the WellPoint Foundation has provided funding for the OASIS Institute to award grants to eighteen U.S. cities (including Madison) across fourteen states, for the continued support of the CATCH program in those communities.
The OASIS Institute has selected the Madison Senior Center to receive a $16,741 grant to continue Madison’s CATCH program for the period January 1, 2015 through August 31, 2015. Locally, the Madison Senior Center Foundation has made a commitment to provide $8,500 in supplemental funding to support the program for the remaining four months of the year.
ACTION
WHEREAS, the Madison Senior Center, part of the City of Madison’s Community Development Division, has a national reputation for mobilizing older persons in service to the senior center and in their community; and,
WHEREAS, the OASIS Institute has once again selected the Madison Senior Center to receive a WellPoint Foundation-funded grant for the continued support of CATCH Healthy Habits, an intergenerational physical activity and nutrition program, here in Madison; and,
WHEREAS, the $16,741 OASIS grant award will enable the Madison Senior Center to continue providing the CATCH program from January 1, 2015 through August 31, 2015; and,
WHEREAS, the Madison Senior Center Foundation has committed to provide supplemental funding in the amount of $8,500, to ensure continued support for Madison’s CATCH program from September 1, 2015 through December 31, 2015; and,
WHEREAS, the Madison Senior Center has exceptional and experienced senior adults who may be interested in volunteering, alongside a wealth of community partners, to implement the CATCH program for the benefit of Madison youngsters;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Common Council hereby authorize the City of Madison, through the Madison Senior Center, to accept a grant award of $16,741 from the OASIS Institute, along with $8,500 in local contributions from the Madison Senior Center Foundation, for the support of Madison’s 2015 CATCH Healthy Habits program; and,
BE IT FURTHER RESOLVED, that the Common Council hereby amends the Community Development Division’s Adopted 2015 Operating Budget as appropriate to reflect the additional OASIS grant and Foundation revenue and commensurate CATCH expenditures; and,
BE IT FINALLY RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to sign and execute any agreements deemed necessary to accomplish the goals of this Resolution.
