Fiscal Note

The proposed resolution approves grant agreements for awards through the 2024 Redistribution Carbon Reduction Program. Two projects are awarded under the program and will improve traffic signal cabinets and purchase LED traffic signal fixtures. Award amounts total $4.9m and have a local match requirement of $1.2m. Work associated with these projects is expected to occur through 2028. Traffic Engineering anticipates $245,100 of local match needed in 2024 and will utilize existing capital budget authority. For the remaining local match, Traffic Engineering will request for the amounts to be included in the 2025 Capital Improvement Plan, with $245,100 of local borrowing needed in 2025. Federal amounts from the award will be added to the budget through the mid-year resolution and future budget requests.

Body

Federal redistribution is an annual process that occurs in August that affords a state an opportunity to request additional federal funds above their annual initial obligation limit. To obligate these funds, states must have projects eligible for the federal programs and Wisconsin Department of Transportation (WisDOT) has requested municipal partners to collaborate and develop eligible projects that would meet federal project readiness requirements.

 

The City of Madison endeavors to provide its citizens with a robust, sustainable, safe, multi-modal transportation system. The City has made major investments in traffic safety for all road users, transportation efficiency, sustainability, and climate change, and this priority is reflected in current budgets and these Carbon Reduction Program (CRP) projects.

 

WHEREAS, the City of Madison Traffic Engineering Division has applied for this federal grant funding opportunity and WisDOT has selected the following City of Madison projects meeting the federal and state requirements of the FFY 2024 Redistribution Carbon Reduction Program (CRP):

1.  Project ID 5992-11-38: Complete the retrofitting of existing NEMA TS-1 traffic signal cabinets and old-technology traffic signal controllers with NEMA TS-2 cabinets and Econolite Cobalt EOS traffic controllers at various intersections throughout the City of Madison. The funding for this project will be used to purchase materials. Installation will be completed by City staff or a contractor separately from this project.

2.  Project ID 5992-11-39: Purchase approximately 12,550 LED traffic signal fixtures that will replace existing incandescent and early-technology LED signal faces at 251 intersections. Installation will be performed by city staff, and;

 

WHEREAS, the awarded projects will be reimbursed at 80% of the participating costs and state review,

 

NOW, THEREFORE BE IT HEREBY RESOLVED, that the Mayor and City Clerk are authorized to execute an agreement with the State of Wisconsin Department of Transportation for WISDOT Project ID 5992-11-38 and 5992-11-39 through the FFY 2024 Redistribution Carbon Reduction Program (CRP).
