Fiscal Note
On March 23, 2020, the Mayor issued an Emergency Proclamation based on the increasing transmission of the COVID-19 virus within the City of Madison. To help mitigate the financial impacts of this emergency on the businesses and residents of Madison, the proposed resolution allows the Director of the Community Development Division to reallocate funding in the Emerging Opportunities Program to other programs to assist in the City’s response and recovery efforts associated with COVID-19.
The 2020 Adopted Budget includes $150,000 for the Emerging Opportunities Program. The funding process for allocating the 2020 awards is currently on hold.

Waiving the requirement to conduct an annual RFP for the Emerging Opportunities Program under MGO 3.12(11)(c) for 2020 and realloating the 2020 EOP funding to other contracts or programs.
Body
WHEREAS, on March 23, 2020, pursuant to Madison General Ordinance Section 3.19, the Mayor issued an Emergency Proclamation, based on the increasing transmission of COVID-19 within the City of Madison; and
WHEREAS, on March 24, 2020, the Governor of Wisconsin issued Emergency Order #12 ordering individuals to remain home except for Essential Travel; and
WHEREAS, as part of the Governor’s Order all Nonessential Businesses are required to close; and
WHEREAS, the impact of the Governor’s Order and the circumstances of the pandemic will be widespread upon businesses, community organizations, their employees and the communities they serve, as well as the City’s ability to provide certain services; and
WHEREAS, this impact will be felt by nonprofit and community organizations that currently contract with the City of Madison to provide a variety of services to the residents of Madison; and
WHEREAS, the closure of schools, places of employment, childcare centers and the like has the potential to have significant financial impact on residents who may require additional services as a result; and
NOW, THEREFORE, BE IT RESOLVED, the requirement contained in Madison General Ordinance Section 3.12(11)(c) that the Community Development Division solicit proposals for the Emerging Opportunities Program once per year is waived, and
BE IT FURTHER RESOLVED THAT the funds allocated to be awarded through the 2020 EOP program may be reallocated by the Common Council to other contracts or programs to mitigate the effects of the COVID-19 emergency, such as supplementing existing community services contracts, in the discretion of the CDD Division Director; and with the recommendation of the CDD Division Director and either the Community Services Committee or the Finance Committe or both, if both committees are able to meet in a timely manner.
BE IT FINALLY RESOLVED that the CDD Division Director shall notify the Common Council as soon as practicable of the proposed plans to reallocate the EOP funding.
