Fiscal Note

The proposed resolution authorizes an Amendment to the contract between the City of Madison and KL Engineering, Inc. for additional design engineering services for John Nolen Drive. The original agreement with KL Engineering was entered into via RES-20-00651 (Legistar #61931), adopted September 15, 2020. The original contract was for an estimated cost of $2,345,000 and funded through the Engineering - Major Streets Capital Budget (Munis #11860). The proposed amendment is for reconstruction of the roadway, 6 bridges along the causeway, the multi-use path, and associated bridging, lighting, and stormwater facilities. The estimated cost for the amendment is $614,554.31 for the Streets ($322,888) and Bridge ($291,666.31). Funds are available in Munis #11860. No additional appropriation is required.

Body

The City of Madison is proposing to reconstruct John Nolen Drive from North Shore Drive to E. Lakeside Street in 2025-2026.  The project includes reconstruction of the roadway, 6 bridges along the causeway (3 northbound, 3 southbound), the multi-use path & associated bridging, lighting & stormwater facilities. The City has entered into an agreement with KL Engineering, Inc. (contract #8471) for design engineering services (RES-20-00651).

The project has been presented to the public for input at public information meetings, the City’s website & online surveys.  The geometry for the project has been approved by the City (RES-23-00467, RES-23-00682).  From the development of the plans through public input, the City Engineer recommends that additional design services be undertaken:

 

Preliminary Design, Environmental Document, Underpass Feasibility Study

1.                     Provide for assistance to the City for developing and analyzing John Nolen Drive and Broom Street intersection alternatives.

2.                     Provide for assistance to the City for developing and analyzing three (3) traffic lane reduction alternatives for John Nolen Drive between Lakeside Street and North Shore Drive (Phase 1).

3.                     Provide for assistance to the City for submittal of the Bridge Investment Program (BIP) grant application.

4.                     Provide for additional cultural resource services (archaeological and architecture/history surveys) along North Shore Drive within Brittingham Park and along the John Nolen Drive and Broom Street intersection.

5.                     Provide for additional field topographical survey, preliminary design, and environmental documentation services for the multi-use path along North Shore Drive within Brittingham Park.

6.                     Provide additional public engagement services due to project schedule delays, additional meetings, and additional public opinion survey.

7.                     Provide for assistance to the City for submittal of the WisDOT Local Bridge Program grant application.

8.                     Provide assistance to the City for refining and analyzing John Nolen Drive and North Shore Drive intersection alternatives with a focus on the impacts to the bicycle and pedestrian users.

9.                     Provide for assistance to the City for performing traffic counting services.

10.                     Provide for additional field topographical survey, preliminary design, railroad coordination, and environmental documentation services for the John Nolen Drive and Broom Street intersection.

11.                     Provide for assistance to the City and Department in the administration of a Value Engineering (VE) Study.

12.                     Provide for assistance to the City for the development of a Non-Controlling Criteria Design Justification for a reduced travel lane width along John Nolen Drive.

13.                     Provide for assistance to the City for developing and analyzing a traffic lane reduction alternative (6 lane roadway to 4 lane roadway) for John Nolen Drive between Olin Avenue and Lakeside Street (Phase 2) and associated agency/stakeholder coordination.

14.                     Provide additional preliminary design services (design reports, environmental documentation, public involvement, and meetings) for the John Nolen Drive (Phase 2) project segment.

15.                     To authorize an If Authorized item for a Public Hearing.

 

Final Design

16.                     Provide for additional final design services for the multi-use path along North Shore Drive within Brittingham Park.

17.                     Provide for additional final design services for the John Nolen Drive and Broom Street intersection.

18.                     To authorize an If Authorized item for an Additional PS&E Package (2nd).

 

Structural Design Bridges

19.                     This amendment is necessary to provide additional structural design services for three (3) separate bicycle and pedestrian bridges consisting of 2-span prestressed girder structures along with additional geotechnical and structural engineering services.

 

NOW, THEREFORE, BE IT RESOLVED, that that the Mayor and City Clerk are hereby authorized to execute an Amendment to the contract between the City of Madison and KL Engineering Inc., for additional design engineering services for John Nolen Drive.
