Authorizing the Mayor and City Clerk to enter into an agreement with Baker Tilly Virchow Krause, LLP to provide a financial feasibility analysis of developing 3rd party owned solar systems at various facilities.
Body
WHEREAS the City of Madison is a Solar America City receiving a $200,000 Department of Energy grant in 2007 and a $431,000 Department of Energy grant in 2010.
WHEREAS the City of Madison has worked with the Department of Energy to extend the 2010 grant through March 31, 2012.
WHEREAS the City of Madison has done various tasks to promote solar through the program called Madisun.
WHEREAS through the Madisun program, the City of Madison would like to hire a contractor to conduct a financial analysis of 3rd party owned solar systems at various locations.
WHEREAS Baker Tilly Virchow Krause, LLP has been selected as a sole source contractor to perform this financial analysis. The sole source is requested under MGO Section 4.26 of Madison General Ordinances because Baker Tilly Virchow Krause, LLP has national experience not only providing financial modeling for renewable energy systems throughout the country but also putting together financial packages for the implementation of renewable energy systems. Baker Tilly Virchow Krause, LLP is also the City's auditing firm and finally, because the Department of Energy funding must be expended by March 31, 2012 there is not time to issue an RFP for services, complete the scope of work, and expend funds by the Department of Energy deadline.
WHEREAS, the contract compensation for providing a financial feasibility analysis of developing 3rd party owned solar systems at various facilities for Baker Tilly Virchow Krause, LLP is $50,000 to be paid using the Department of Energy grant funds; and
NOW, THEREFORE BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for purchase of services, in a form to be approved by the City Attorney, with Baker Tilly Virchow Krause, LLP to provide a financial feasibility analysis of developing 3rd party owned solar systems at various facilities.
