Fiscal Note
The proposed resolution authorizes a five-year agreement with New Flyer of America, Inc. for the manufacture and delivery of up to seventy-two (72) 40' diesel coaches at a cost not to exceed $471,311 per coach in 2019; delivery of the 15 coaches planned for the 2019 transit coach replacement schedule will occur prior to July 15th, 2019. Subsequent years of the contract shall be the base order price plus/minus any change calculated based on the US Department of Labor Producer Price Index.
The adopted 2018 capital improvement plan (CIP) reflects a total of $7,069,666 in Metro's Transit Coaches capital program for the purchase of 15 diesel coaches at price of $473,311 per bus; further, Metro Transit's 2019 Capital Budget Request includes that same funding level of $7,069,666 for 15 diesel coaches with funding split 50% Federal Sources and 50% GO Borrowing in 2019. Metro's 2019 budget appropriation within the Transit Coaches program for the purchase of the 15 coaches in 2019 is subject to Common Council's adoption of the 2019 Capital Budget this Fall of 2018.

Title
Authorizing the Mayor and City Clerk to enter into a five-year contract with New Flyer of America, Inc. for the manufacture and delivery of up to seventy-two (72) 40' diesel coaches. The cost per bus for the fifteen (15) coaches delivered by July 15, 2019 will not exceed $471,311 per bus, approved in the CIP.
Body
WHEREAS, the Transit Utility has sought Requests for Proposals for manufacture and delivery of up to seventy-two (72) 40' diesel coaches over five years and obtained proposals from three manufacturers for same; and
WHEREAS, an evaluation of the three proposals found the New Flyer proposal to be the best submittal; and
WHEREAS, the CIP and each Transit Utility Capital Budget during the term of this contract will include the funding for these coaches;
NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into a five (5) year agreement with New Flyer of America, Inc. for the manufacture of up to seventy-two (72) 40' coaches; and
BE IT FURTHER RESOLVED that the Transit General Manager is authorized to place the order for the manufacture of the first fifteen (15) coaches and to place subsequent order for coaches during each year of the contract.
