Fiscal Note
The proposed resolution authorizes a non-competitive contract for maintenance supervision within Metro Transit. The cost for the 10-week contract is approximately $100,000 with the option to extend the contract on a month-to-month basis. The funds for this contract are not included in the 2020 operating budget, but the agency plans to fund the contract with existing appropriations.

A Resolution authorizing a non-competitive selection contract between City of Madison/Metro Transit and TransPro Consulting for maintenance supervision technical support for a period of 10 weeks with each subsequent month (4-week period) on a month-to-month basis as directed by the Transit General Manager.
Body
WHEREAS, Metro Transit's Maintenance Manager, a member of the senior management team and critical head of the maintenance unit during the COVID-19 pandemic, has announced his retirement; and
WHEREAS, his last day will be September 4, 2020; and
WHEREAS Metro needs immediate assistance to provide leadership, coaching, administration, and oversight to essential business functions of operations, maintenance and technical support; and
WHEREAS, because of exigent circumstances surrounding the COVID-19 pandemic and the need to continue the critical maintenance functions of Metro Transit, an essential transportation service, Metro has had to use a non-competitive selection process; and
WHEREAS, Metro Transit's General Manager has scoured his networks and identified the only resource who can quickly and completely service these needs; and
WHEREAS, TransPro Consulting will provide on-site staffing and project management to advance the Transit General Manager's vision for transformation, operational excellence by management and oversight of the maintenance unit. The technical resources will assess matters of safety, performance, communication, and develop recommendations and drive implementation of recommendations in collaboration with the Transit General Manager and Deputy Transit General Manager; and
WHEREAS, oversight of the maintenance unit will include:
• Workplace culture;
• Mentorship and coaching to managers, supervisors, and line staff;
• Workflow process improvements;
• Support in opportunities and refinements with bargaining and non-bargaining unit employees;
• Engage in development of maintenance strategies and capacity building process with the Executive Management Team.
• Assist in recruitment for a permanent manager for the maintenance department; and
WHEREAS, under MGO 4.26(4)(a) a service contract of $50,000 or more that was not competitively selected must be approved by the Common Council and must meet one of the exceptions in MGO 4.26(4)(b); and
WHEREAS for the reasons stated on the attached Noncompetitive Selection Request Form, TransPro Consulting is the only company that can provide the specific needs for Metro Transit, thereby meeting the exception of MGO 4.26(4)(a)(1) "public exigency will not permit the delay incident to advertising or other competitive processes;"
NOW, THEREFORE, BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to sign a sole source contract for purchase of services from TransPro Consulting to provide maintenance supervision technical support for the purposes described above at an estimated price of $99,815 for 10 weeks with additional weeks on a month-to-month basis as directed by the Transit General Manager.
