The proposed resolution and authorizes the Chief of Police to apply for and the Mayor to accept a FY2019 USDOJ Edward Byrne Memorial Justice Assistance Grant. Should the grant be awarded, the resolution also amends the Police Department’s 2019 Operating Budget in the amount of $86,633 to utilize these funds to support several law enforcement initiatives. The terms of the grant require that Dane County and the City of Madison submit a joint application under one agency. Dane County will receive $21,255. There is no matching requirement or impact on the levy.

Amending the Police Department’s 2019 Operating Budget; an authorizing the Chief of Police to apply for and the Mayor to accept the FY2019 USDOJ Edward Byrne Memorial Justice Assistance Grant award in the amount of $86,633 and to utilize these funds to support several law enforcement initiatives.
Body
WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, Bureau of Justice Assistance has designated the City of Madison to receive a FY2019 Edward Byrne Memorial Justice Assistance Grant (JAG) award; and,
WHEREAS, the JAG program supports law enforcement, prosecution, indigent defense, courts, crime prevention and education, corrections and community corrections, drug treatment and enforcement, planning, evaluation, technology improvement, and crime victim and witness initiatives and mental health programs and related law enforcement and corrections programs, including behavioral programs and crisis intervention teams; and,
WHEREAS, the terms of the grant require that Dane County and the City of Madison submit a joint application under one agency; and,
WHEREAS, Mayor Satya Rhodes-Conway and County Executive Joseph Parisi signed a required Memorandum of Understanding regarding a proposed plan for the allocation and administration of any funds awarded; and,
WHEREAS, a public hearing was held on August 15, 2019; and,
WHEREAS, previous awards have been utilized in the past to support the efforts of the Dane County Drug Court, the Dane County District Attorney Crime Response Program, the Madison Police Department, the Dane County Sheriff’s Office, and other local police departments.
NOW THEREFORE BE IT RESOLVED that the Mayor and the Chief of Police are authorized to apply for the FY2019 Edward Byrne Memorial Justice Assistance Grant and accept the $86,633 from the Office of Justice Programs, Bureau of Justice Assistance.
BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the grant.
BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:
Dane County will receive $21,255 which shall be used as follows:
• $10,365 for the Human Services Drug Court Treatment Program
• $5,705 to the Sheriff’s Office for fleet supplies
• $5,185 for the District Attorney Crime Response Program victim/witness services
The City of Madison Police Department will receive $65,378 which shall be used as follows:
• $30,000 for a utility vehicle with trailer
• $12,000 for SWAT personal protective equipment
• $11,078 for Special Events Team supplies
• $8,800 for a laptop, equipment, and supplies for the Officer-in-Charge, Records, and Training Sections
• $3,500 for an emergency radio base station for County dispatch
BE IT FURTHER RESOLVED that the Mayor and Chief of Police are authorized to sign any award letter and/or contracts necessary to carry out this resolution.
BE IT FINALLY RESOLVED that the Finance Department and the Police Department are authorized to establish and maintain accounts as required for the administration of the grant funds, including modifications approved by USDOJ.
