AGENCY:
Porchlight is a local community-based agency established from the merger of two other local organizations, Transitional Housing Inc., and Community Housing and Services (CHAS) in 2004.  Porchlight's primary mission is to help homeless individuals and families secure adequate and stable housing, employment, and supportive services. The organization manages a broad array of programs, ranging from a drop-in shelter to permanent housing, and a housing/employment referral center.  The organization manages over 237 units of housing and serves over 1800 unduplicated individuals each year.
 
PROJECT:
Porchlight is the largest Madison community agency managing a range of housing to various groups who were or are homeless.  Working with Madison Public Schools, this project would help Porchlight acquire existing housing to help families identified at risk of homelessness by the Schools, and offer stable housing and supportive services on a "housing first" model.  The housing and on-site case management assistance would enable families to minimize homelessness and move toward greater independence and resolution of the issues that placed them at risk.
 
ACTION:
WHEREAS, the HOME program, as amended, and its implementing regulations located at 24 CFR Part 92, permit the City of Madison to help community agencies provide affordable housing;
 
WHEREAS, Porchlight will seek these units in accordance with the goals of the Fair Share Plan;
 
WHEREAS, CD staff and the CDBG Commission have reviewed this proposal and find that it furthers the goals expressed in the Five-Year Community and Neighborhood Development Plan;
 
NOW, THEREFORE BE IT RESOLVED, that the Common Council approve the provision of funds for the following project, and authorize the Mayor and the City Clerk to enter into an agreement with:
 
Porchlight or a related affiliate for up to an additional $150,000 in HOME or Match funds toward acquisition and related development consist of 4 housing units that would serve as the basis for a Housing First program.
 
BE IT FURTHER RESOLVED that the assistance be offered as a deferred payment loan with a shared appreciation repayment due and payable on sale or transfer or change in use on terms adopted in the 2007-2008 Framework for Community and Neighborhood Development.
