Fiscal Note
This budget amendment transfers a total of $465,000 in borrowing authority and $100,000 in Reserves funded spending authority from the Storm Box Replacement, Major Roadway Culvert Crossing, Assessable Drainage Improvements, Starkweather Creek Watershed and Dredging Capital Projects to the Greenway Improvements Capital Project. Also, a total of $300,000 in available funds and the associated spending authority are being transferred from Starkweather Creek Watershed ($100,000) and Urban Best Management Practices ($200,000) to Greenways.

Title
Amending the 2012 Stormwater Utility Capital Budget to reallocate existing budget authority to provide funding for needed greenway projects to be completed in 2012.
Body
WHEREAS, the Adopted 2012 Stormwater Utility Capital Budget currently has $260,000 of budget authority available in account 810385 (Storm Box Replacement) of which $100,000 will not be spent during this calendar year; and
WHEREAS, the Adopted 2012 Stormwater Utility Capital Budget currently has $300,000 of budget authority available in account 810386 (Major Roadway Culvert Crossing) of which $75,000 will not be spent during this calendar year; and
WHEREAS, the Adopted 2012 Stormwater Utility Capital Budget currently has $150,000 of budget authority available in account 810387 (Assessable Drainage Improvements) of which $100,000 will not be spent during this calendar year; and
WHEREAS, the Adopted 2012 Stormwater Utility Capital Budget currently has $495,000 of budget authority available in account 810394 (Starkweather Creek Watershed) of which $125,000 will not be spent during this calendar year; and
WHEREAS, the Adopted 2012 Stormwater Utility Capital Budget currently has $315,000 of budget authority available in account 810673 (Dredging Projects) of which $265,000 will not be spent during this calendar year; and
WHEREAS, the Adopted 2012 Stormwater Utility Capital Budget currently has $270,000 of budget authority available in account 810551 (Urban Best Management Practices) of which $200,000 will not be spent during this calendar year; and
WHEREAS, there are several projects, Forsythia Cunette Replacement (Ald 11), Bordner Park Cunette Removal (Ald 11), and Kennedy Storm Bypass Pipe (Ald 3), Eastlawn Greenway Repair (Ald 3) that need to be completed this year and are lacking funds (account 810382); and
WHEREAS, there are no immediately pending additional projects scheduled under the above accounts where funds would be redirected from; and
WHEREAS, it is the opinion of Engineering staff that these projects should not be delayed.
NOW, THEREFORE, BE IT RESOLVED, that the 2012 Stormwater Utility Capital Budget is hereby amended to transfer $865,000 in budget authority from the Storm Box Replacement, Major Roadway Culvert Crossing, Assessable Drainage Improvements, Starkweather Creek Watershed, Dredging Projects and Urban Best Management Practices to the Greenway Improvements project; and
BE IT FURTHER RESOLVED, that $100,000 of available funds is hereby transferred from the Starkweather Creek Watershed Capital Project to the Greenways Improvements Capital Project and that $200,000 of available funds is hereby transferred from the Urban Best Management Practices Capital Project to the Greenways Improvements Capital Project.
