Fiscal Note

The proposed resolution authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services with Dorschner | Associates, Inc. for professional architectural and engineering design services and construction administration services for the design and construction of the Yahara Hills Maintenance Facility at an estimated cost of $248,254.00 This resolution further authorizes the contract total to be increased up to a total $255,000 to cover minor contingencies. Funding for this project is authorized in the 2025 Parks Division's Adopted Capital Budget (Munis #15611). No additional appropriation is required.

Authorizing the Mayor and City Clerk to enter into a three and a half-year, competitively selected service contract with Dorschner | Associates, Inc. for professional architectural and engineering design consulting services. (District 16)

Body

WHEREAS, the Parks Division and Engineering-Facilities Management requires consulting services in order to complete the Pre-Design, Schematic Design, Design Development, Construction Documentation, Bidding, Construction Administration, and Warranty phases of the Yahara Hills Maintenance Facility; and

 

WHEREAS, Dorschner | Associates, Inc has been selected through a “Request for Proposal” process, and is the final selection candidate in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with Administrative Procedure Memorandum No. 3-3, “Retaining Architect, Professional Engineers, Designers and Land Surveyors for Consultant Service;” and,

 

WHEREAS, the City Engineering-Facilities Management worked with the Purchasing Division to

issue RFP 14049-0-2025-BP to solicit proposals for such services, and received seven

proposals; and

 

WHEREAS, an evaluation team administered by the Purchasing Division and consisting of relevant department staff from Engineering Facilities Management and Parks Division conducted a detailed evaluation, scored and ranked each of the proposals using criteria including professional licensing, similar project scope experience, cost, and other professional criteria; interviewed finalists and Dorschner | Associates, Inc. was selected through this process; and

 

WHEREAS the scope of this project shall include architectural/engineering services that will achieve at a minimum LEED Certification-Silver per Madison Legislative File #07453 following the U.S. Green Building Council’s LEED for New Construction and Major Renovations (LEEDNCv.4) Rating System; and,

 

WHEREAS, not a determinate in the selection process, Dorschner | Associates, Inc is registered on the City of Madison local business roster, is certified as a City of Madison Small Business Enterprise (SBE), and is certified as a City of Madison Women Business Enterprise (WBE).

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services (Architect) in a form to be approved by the City Attorney, with Dorschner | Associates, Inc. to provide professional architectural and engineering design services and construction administration services for the Yahara Hills Maintenance Facility.

 

BE IT FURTHER RESOLVED that the Finance Director or designee is authorized to execute contract amendments for extensions to the contract term and increases up to $255,000 total contract amount.
