Fiscal Note

The proposed resolution authorizes a sole source contract with Community Child Care for a period of up to five years, subject to annual review by the Community Development Division. The 2018 contract amount is $42,523, which is currently included in the 2018 Executive Operating Budget. Funding for future contract amounts is subject to Common Council approval.

Title

Authorizing the sole source purchase of services by the Community Development Division from Community Coordinated Child Care (4-Cs) for surveying, data analysis, and research services associated with early childhood and school-age care in Madison.

Body

WHEREAS, under to MGO 3.12(10)5, the City of Madison Community Development Division Child Care Unit is required to utilize a survey of child care provider tuition rates to establish the average cost of child care in Madison; and

 

WHEREAS, the aforementioned survey is used to determine the rate at which the City’s Child Care Tuition Assistance Program will reimburse providers for serving low-income children in the Program; and

 

WHEREAS, Community Coordinated Child Care is the only vendor in Dane County authorized by the State of Wisconsin Department of Children and Families as the Child Care Resource and Referral Agency, as the pre-licensing service provider and as the YoungStar Program Office which affords them unparalleled access to child care program data that no other vendor possesses; and

 

WHEREAS, Community Coordinated Child Care is also the only vendor in Dane County authorized by Dane County to provide child care certification services; and

 

WHEREAS, the services sought by the Child Care Unit work requires a strong working knowledge of Madison’s child care provider network in order to effectively identify, gather and analyze relevant data; and

 

WHEREAS, many data points pertaining to Madison’s child care network are collected and maintained only by Community Coordinated Child Care; and

 

WHEREAS, the aforementioned thorough understanding of child care programs and access to data allows Community Coordinated Child Care to produce datasets for the Child Care Unit that are unavailable through any other vendor; and

 

WHEREAS, Community Coordinated Child Care has successfully performed services to gather, analyze and provide recommendations for services based upon data from child care providers in the City since the 1980s; and

 

WHEREAS, the Child Care Unit of the Community Development Division desires to enter into a contract with Community Coordinated Child Care for surveying, data analysis and research services for a period of up to five (5) years beginning on January 1, 2018; and

 

WHEREAS, subject to final adoption, by the Common Council, of the City’s 2018 Operating Budget, the Community Development Division’s base budget for 2018 includes $42,523 to support a contract for the provision of data services pertaining to child care.

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to execute a sole source contract with Community Coordinated Child Care for a period of up to five years in duration, subject to annual review by the Community Development Division, to provide surveying, data analysis, and research services associated with early childhood and school-age care in Madison; and

 

BE IT FURTHER RESOLVED that the contract amount for 2018 be set at $42,523, and may be adjusted in future years by the Council within future adopted City operating budgets.
