The proposed resolution authorizes a $193,500 purchase of service contract with the Lussier Community Education Center as a result of a request for proposals (RFP) process. The 2020 Adopted Operating Budget includes $193,500 for such contracts as proposed in the resolution. No additional City appropriation is required.
Title
Approving the allocation of up to $193,500 of City funds, authorized in the City’s Adopted 2020 Operating Budget, for use in supporting the expansion of School-Age Child and Youth Development program capacity on Madison’s West Side, as part of a broader effort to assist families residing in Tree Lane Apartments.
Body
WHEREAS, in June of 2018, Heartland Housing completed construction and opened Tree Lane Apartments, a 45-unit apartment building located on Madison’s west side, part of a City-led initiative to provide permanent supportive housing for formerly homeless families; and,
WHEREAS, responding to an identified need for additional support services that promise to improve the prospects for Tree Lane residents to achieve long-term housing stability, the Common Council, on February 26, 2019, enacted RES-19-00153 (Legistar #54560), a measure which committed more than $400,000 to ongoing support services, nearly half of which was designated for expanded youth programming in the area; and,
WHEREAS, RES-19-00153 authorized the Community Development Division (CDD) to award available youth program funds in 2019, via non-competitive contracts to Lussier Community Education Center and the Wisconsin Youth Company-Elver Park Neighborhood Center to provide youth programming through December 31, 2019, but directed the CDD to undertake a request for proposals process to select one or more organizations, subject to Council approval, to provide youth programming beyond that date; and,
WHEREAS, the City of Madison has a long-standing commitment of financial support for programs that provide the care and resources needed to support positive child and youth development including the many facets of physical and mental health, social emotional learning, cognitive development and strong relationships with family and the community; and,
WHEREAS, on June 11, 2019, the Common Council adopted RES-19-00248 (Legistar File #55944) which approved the “School-Age Child and Youth Development Policy Paper” establishing a framework and funding structure for youth programming that more clearly describes expectations for funded agencies, and identifies the program structures, effective practices, and cost estimates for school-age youth development programs; and,
WHEREAS, the City’s 2020 Adopted Operating Budget provides $193,000 in the CDD budget for expanded school-age youth programming that will primarily benefit youth residing in Tree Lane Apartments; and,
WHEREAS, on October 1, 2019, CDD released a Request for Proposals, (RFP), entitled “Building Human Capital: School-Age Child and Youth Programs - West Madison Supplemental Funding”, seeking proposals to expand programming that would primarily serve Tree Lane Apartments families; and,
WHEREAS, CDD staff received and reviewed one response to that RFP from the Lussier Community Education Center, proposing to expand year-round programming for both elementary and middle school age youth with the primary focus being to serve families residing at Tree Lane Apartments; and
WHEREAS, upon reviewing the proposal, CDD staff concluded that the proposal is aligned with the standards laid out in the “School-Age Child and Youth Development Policy Paper: and the criteria set forth in the RFP; and
WHEREAS, CDD staff, therefore, recommend that funds authorized for this programming in the 2020 Adopted Budget be awarded to Lussier Community Education Center and be allocated as described below:
• $115,000 Lussier Community Education Center - Elementary Program
• $78,500 Lussier Community Education Center - Middle School Program
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the recommendation to allocate funds to Lussier Community Education Center, as described above, to support its proposed expansion of youth programming; and,
BE IT FURTHER RESOLVED, that the Council authorizes the Mayor and City Clerk, on behalf of the City, to enter into a contract with Lussier Community Education Center, beginning in 2020, to accomplish the purposes set forth in this resolution.
