Fiscal Note
Funding of $150,000 for the Façade Improvement Grant Program is authorized in the 2012 Adopted Operating Budget as part of the Capital Revolving Fund (p. 25). This Resolution awards grants totaling $30,000. Following approval of this Resolution, no authorized funding will remain for future projects.

Body
On October 3, 2000, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program.  The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a "flatiron" building.  The objective of the Program is to restore, beautify, or enhance the entire facade or elevation of a commercial building.  The Facade Improvement Grant Program Staff Team has reviewed the following Façade Improvement proposals and determined that the proposals meet the requirements of the Program. The Urban Design Commission has reviewed the proposals and recommends design approval.
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following Facade Improvement Grant proposals:
 
1.      825 E. Johnson Street: The Dog Haus University
Grantee: Endres Living Trust
 
a.      Demolition
b.      Caulk & Painting
c.      Replace deteriorating trim, soffits & fascia
d.      Replace rotted crown molding
e.      Install new window head trim
f.      Install new windows & storms/screens
g.      Replace horizontal muntin, reglaze sash
h.      Install new doors
i.      Install new azek 1x8 skirt board trim
j.      Install new triangular louvers
k.      Install new gooseneck light
 
 
Total project cost is estimated at $21,650.00
Façade Improvement Grant not to exceed $10,000.00
 
2.      1917-19 Winnebago Street: Cornucopia
Grantee: Blue Two, LLC
 
a.      Remove and replace lower windows, trim and transoms
b.      Replace upper wood windows
c.      Refinish &repair existing wood doors
d.      Options at base of lower windows:
Option 1: Remove lower wood trim & repair existing brick
Option 2: Remove lower wood trim & replace with exterior tile
e.      Install new light fixtures
f.      Tuck-pointing & repair trim building face
g.      Painting
 
Total project cost is estimated at $12,455.00
Façade Improvement Grant not to exceed $10,000.00
 
3.      1035 Williamson Street: Fire Light Group
Grantee: Fire Incentives, LLC
The property is located in the Third Lake Ridge Historic District
 
a.      Install new upper and lower doors
b.      New upper porch with open railings (remove existing sloped roof)
c.      New lower wood porch deck with railings similar to upper porch
d.      New wood or fiber cement smooth siding
e.      New wood or composite fascia, soffit & trim
f.      New EIFS to match foundation
g.      New lighting
 
         Total Project cost is estimated at 29,670.00
         Façade Improvement Grant not to exceed $10,000.00
 
BE IT FURTHER RESOLVED that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
