Authorizing the Mayor and Chief of Police to accept a grant award from the U.S. Dept. of Justice, Office of Community Oriented Policing Services, in the amount of $444,268 for the implementation of technology initiatives.
Body
WHEREAS, the Madison Police Department, since 2000, has received several Congressional earmarks for technology related projects; and,
 
WHEREAS, the Madison Police Department has used these Federal funds to implement technology projects that have provided improved interoperability and functionality for detectives, patrol officers, and department personnel providing standardization and greater access to information; and,
 
WHEREAS, the Madison Police Department has used Federal grant dollars awarded subsequent to these Congressional earmarks to install "in car video and audio" in all marked and most unmarked squad cars thereby enhancing officer safety and reassuring the community as to the quality of service being delivered by the department; and,
 
WHEREAS, the Madison Police Department has created a regional records management system, providing a centralized system shared by police departments and municipal courts for 18 municipalities across Dane County.  In conjunction, the information in this consolidated system is also shared with the Dane County 911 Communications Center, the Dane County Sheriff's Department, and several other city police departments, Federal, State, and municipal agencies in Dane County; and,
 
WHEREAS, the Madison Police Department, through a FY2008 Congressional earmark, received notice that a grant will be awarded from the United States Department of Justice COPS Technology Office in the amount of $444,268 for further regional public safety technology initiatives; and,
 
WHEREAS, the Madison Police Department intends to use this Federal grant to further expand the regional records management system implementing additional systems and technologies, as well as to establish a regional media management system; and,
 
WHEREAS, the Madison Police Department intends to use this Federal grant to purchase replacement in car video systems for current fleet of Madison squad cars; and,
 
WHEREAS, the Madison Police Department intends to use this Federal grant to upgrade the current forensic photography film cameras to digital equipment and media, as well as management and analysis system; and,
 
NOW THEREFORE BE IT RESOLVED, that the City of Madison, through the Madison Police Department, is authorized to accept a grant award from the U.S. Department of Justice, Department of Community Oriented Policing Services, in the amount of $444,268, and that the Mayor and Chief of Police sign documents on behalf of the City of Madison in support of this award.
 
BE IT FURTHER RESOLVED that the Madison Police Department (MPD) is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Assistance, for the purposes and projects outlined in this resolution.
BE IT FINALLY RESOLVED that the Comptroller and the Police Department are authorized to establish and/or maintain accounts as required for the administration of these grant funds.
