The proposed resolution authorizes a contract for planning and engineering services related to intersection safety improvements. The total contract is not to exceed $450,000 and 80% of the cost is supported by federal dollars through the Safe Streets and Roads for All grant program. Budget authority is available in Traffic Engineering’s capital budget within Safe Streets and Roads for All Federal Grant Program.

PREAMBLE
The City of Madison has identified 27 geographically dispersed intersections (Attachment A) along the High Injury Network in need of safety improvements. This includes twelve signalized intersections and nine non-signalized intersections that serve transit users, as well as six intersections of shared use paths and higher volume roads.
This project includes conceptual design of intersection safety improvements and environmental review for each location. Final design of improvements includes a PS&E package suitable for bid letting and construction in 2028-2029.
Pursuant to City Ordinances and Policies, as well as in accordance with federal grant requirements, the City advertised for consultant proposals, reviewed the submitted proposals, and recommends the contract be awarded to SEH. The consultant’s services will include project planning, concept design, engineering, public engagement, and environmental review services.
This project was awarded a grant under the USDOT Safe Streets and Roads for All (SS4A) that will be responsible for 80% of the planning and engineering costs, and the City will be responsible for 20% of those costs. This grant includes funding for the construction of the improvements identified and designed for all intersections; however, a separate RFQu process will be utilized to identify an appropriate contractor for construction efforts.
The total compensation for the services under this contract shall not exceed $450,000 of which 80% is the SS4A grant share and 20% is the City share.
The scope of services under this contract will be completed by October 31, 2028.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with SEH for planning and engineering services for the Systemwide Safety Improvements project.
