PREAMBLE
 
In April of 2009, the Department of Natural Resources, in cooperation with Dane County, the City of Madison and partnering communities, developed a short term action plan to reduce the threat of flooding in the Yahara watershed.  The City of Madison is responsible for the following parts of the plan:
·      Identification of alternatives and/or the feasibility of modifying the Highway 113 railroad bridge to reduce the 100-year-flood elevation by an estimated 1 foot and reducing flood damage to upstream residences and Cherokee Marsh;
·      Installation of one gauge on Starkweather Creek to better monitor inflow in Lake Monona and to calibrate the lake level prediction model; and
·      Completion of the Mendota portion of a hydraulic model and expanding the model to other lakes in the Yahara chain of lakes by January 2013 for water level management evaluation and flood prediction.
 
On May 20, 2009, the Board of Public Works adopted the "City of Madison Policy for Stormwater and the Improvement of Water Quality in Lakes Mendota, Monona and Wingra."  The part of this policy covering lake management identified the following responsibilities for the City of Madison:
·      Identify alternatives/feasibility of modifying the STH 113 railroad bridge to increase the conveyance of the regional flood and reduce the height of the regional flood in the Cherokee Marsh.
·      Complete the Lake Mendota portion of the hydraulic system model (INFOS') and to expand this state-of-the art model to the other lakes in following years.
·      To install a flow gauges on Starkweather Creek, and other key tributaries, to be used to provide data for the management of lake elevations and flows.
 
City Engineering has issued a competitive RFP to survey, research and provide alternatives for the flow restriction created by the STH 113 bridge.  The selected consultant's cost is $34,740.  Staff is also currently working on an agreement with the University of Wisconsin College of Engineering to provide, install and maintain three monitoring buoys near the STH 113 bridge over the Yahara for an estimated cost of $4,000 (Legistar File 14756).
 
City Engineering has received a proposal from the U.S. Geological Survey for monitoring Starkweather Creek by installing a gauging station for at least two years.  It is estimated to cost $17,500 to install, $17,000 per year for operation and maintenance and $6,500 per year for sampling.
 
The agreement with the University of Wisconsin for the cooperative lake modeling project, at an estimated annual cost of $25,000, is currently being reviewed by the City Attorney.
 
The 2009 Adopted Operating Budget of the Stormwater Utility included $25,000 for efforts related to the Yahara Lakes and $17,665 for the cooperative work with the UW related to the lake model, leaving approximately $62,075 of additional budgetary authority required in order to fund all of these projects.  
 
NOW THEREFORE BE IT RESOLVED, that the 2009 Adopted Operating Budget of the Stormwater Utility is hereby amended to included an additional $62,075 of expense authority, funded by utility reserves; and
 
BE IT FURTHER RESOLVED, that The Mayor and City Clerk are authorized to enter in to any and all agreements related to this initiative.  
 
 
WHEREAS MSA Professional Services is a professional consulting firm qualified to complete this type of work and,
 
WHEREAS it has been determined that MSA Professional Services submitted the best qualified proposal for this project,
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into an agreement with MSA Professional Services for consulting engineering services for the Upper Yahara River crossing @ STH 113 - FLOODPLAIN ANALYSIS.
