Fiscal Note
This resolution authorizes a three (3) year agreement with the possibility of two (2) one-year renewals with Madison Ultimate Frisbee League (MUFA) at various City parks locations. The agreement will set forth the terms and conditions upon which the City will allow MUFA priority usage of certain athletic fields in City parks as set forth in the Agreement for MUFA’s ultimate leagues, on a non-exclusive basis. In addition, this Agreement will continue the use of a segregated non-reverting fund and a fee structure that supports the shared goals of supporting the volume use of the City’s park space and providing quality maintenance of the City’s athletic fields.
Over the potential five year term of this agreement, it is anticipated that the MUFA will pay the City approximately $444,000 with an estimated annual payment amount of $88,000 per year. Actual payment amounts will vary based on usage and number of players signed up per season. Approximately $259,000 of this amount is for field use and reservation charges. Of the estimated $259,000, 95% ($246,050) of the amount will be credited to the Park Use Charges and deposited as General Fund revenue. The remaining 5% ($12,950) will be credited to the Parks Division’s Operating Budget to offset extraordinary scheduling, planning and reservation work created under this agreement. The remaining $185,000 is the estimated value of a per player surcharge to be remitted by MUFA to the City for the maintenance, restoration and improvement of specified fields. These expenditures will be handled through the Restricted Fund in the Parks Division's Budget.

WHEREAS, the Madison Ultimate Frisbee Association (MUFA) is a non-profit entity that was created in 1993 and is dedicated to providing opportunities for people to play the sport of ultimate. MUFA runs multiple ultimate leagues in the Madison area and has a history of working with the City Parks Division regarding the use of City parks to play ultimate; and,
WHEREAS, on November 22, 2016, the City and MUFA entered into the Ultimate Frisbee Field Use Agreement for the years of 2016-2020, which granted MUFA priority usage of certain City
athletic fields by MUFA leagues for the 2016-2020 seasons. On August 16, 2021, MUFA and the City entered into a successor agreement allowing for the ongoing priority usage of certain City athletic fields by MUFA leagues for the 2021-2025 seasons; and,
WHEREAS, the City and MUFA would like to continue their past successful working relationship and enter into a successor agreement allowing for the ongoing priority usage of certain City athletic fields by MUFA leagues for the 2026-2030 seasons; and,
WHEREAS, MUFA has agreed, as a condition of its ongoing priority usage of the specified athletic fields on a non-exclusive basis, to pay field use fees and contribute funds to a non-reverting segregated revenue account, which funds will be used by the City to fund maintenance and improvements to the specified athletic fields.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into an Operating Agreement with Madison Ultimate Frisbee League for 2026-2030 for use of use of certain athletic fields in City parks as set forth in the Agreement for MUFA’s ultimate leagues, and continued contribution to a segregated non-reverting fund and a fee structure that supports the shared goals of supporting the volume use of the City’s park space and providing quality maintenance of the City’s athletic fields in a format that is approved by the City Attorney and the Risk Manager.
