Fiscal Note
The reconstruction of the 500-600 Blocks of State Street, pursuant to the adopted State Street Design Project Plan (including Frances Plaza) is included in the adopted 2008 Capital Budget (Agency 12, Project 1). $300,000 is reserved in fund CS560-58250-810284 for this component of that project.
Title
Establishing the Frances Plaza Public Art Selection Committee.
Body
WHEREAS, the Common Council adopted Resolution, I.D. 30476 on March 19, 2002 adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the Framework; and
 
WHEREAS the Framework recommends the Madison Arts Commission focus on City capital projects as a primary way to introduce public art into the life of the City; and
 
WHERAS in April of 2002 the Madison Common Council unanimously adopted the Conceptual Design Plan for State Street which included an emphasis on including public art as a component of the streets redesign; and  
 
WHEREAS the State Street Design Project has included, from its inception, the addition of a water feature in the 500 or 600 block phase of the State Street reconstruction project; and
 
WHEREAS at their October 26, 2006 meeting, the State Street Design Project Oversight Committee approved the concept of locating a water feature at Frances Plaza and requesting that the Madison Arts Commission manage the project; and
 
WHEREAS the Madison Arts Commission agreed to administer this public art component of the State Street Design Project at their November 28, 2006 meeting; and
 
WHEREAS on December 4, 2007 the Common Council approved plans and specifications for the reconstruction of the 500 and 600 blocks of State Street, which included Frances Plaza as the selected site of this special feature, and included directives for Speedway Sand and Gravel to lay appropriate utilities to the site in order to prepare the infrastructure for placement of the water feature; and
 
WHEREAS the Madison Arts Commission and the Department of Planning and Community and Economic Development advertised for qualified artists to submit their statements of interest and qualifications as the first phase of the artist selection process; and
 
WHEREAS the Public Art Standing Committee will review those qualifications and choose up to five artists or teams of artists as finalists to prepare proposals for the water feature at Frances Plaza as part of the first phase of the selection process; and
 
WHEREAS these finalists will prepare design concepts to be submitted to the Frances Plaza Public Art Steering Committee during the second phase of the selection process; and
 
WHEREAS the Public Art Framework requires public input and information sharing as part of all major public design projects, a broad spectrum of the community will be invited to open meetings throughout the selection process.
 
NOW, THEREFORE BE IT RESOLVED, that the Frances Plaza Public Art Selection Committee is hereby established and shall include members as follows: three State Street area stakeholders, two members of the Madison Arts Commission, two arts professionals, two alders, and two citizen members; and
 
BE IT FURTHER RESOLVED, that members of the selection committee shall be appointed by the mayor and confirmed by the common council; and
 
BE IT STILL FUTHER RESOLVED, that the Frances Plaza Public Art Selection Committee shall make a recommendation to the Madison Arts Commission and the State Street Design Project Oversight Committee (lead) on the selection of the final design; and
 
BE IT FINALLY RESOLVED, that the Madison Common Council must approve the final design and authorize the execution of a contract with the designer prior to work commencing on this piece.
