Fiscal Note

The proposed resolution authorizes a competitively selected service contract for a one-year term with four annual renewal options with The Psychology Center SC for Madison Police Department (MPD) employee mental health and wellness checks for every commissioned and civilian employee. The actual cost of the contract is dependent on the number of employees that use the services but is not anticipated to exceed $150,000 in 2025, with 3% annual escalators in each subsequent year. MPD’s 2024 adopted operating budget and 2025 operating budget request include $150,000 for annual wellness and mental health checks. Implementation of the contract is dependent upon the availability of funding within MPD’s 2025 adopted operating budget.

 

Title

Authorizing the City Clerk and Mayor to enter into a competitively selected service contract for a one-year term with four annual renewal options, for a total of five years, with The Psychology Center SC for employee mental health and wellness services.

 

Body

WHEREAS, the employees of the Madison Police Department (MPD) are exposed to trauma and stress unique to working in the law enforcement profession; and,

WHEREAS, the necessity for an on-going mental health and wellness program is a well-established standard in the law enforcement community to which MPD must, in good faith, adhere to; and;     

 WHEREAS, the Mayor and Common Council approved the inclusion of $150,000 starting in the MPD 2020 adopted operating budget for this purpose; and,

 WHEREAS, MPD requires a wellness service to provide annual one-hour mental health wellness check-ins for both sworn and professional staff of the MPD, which is currently approximately 621 people; and,

 WHEREAS, attendance for each employee is mandatory, though participation is voluntary; and,

 WHEREAS, the service provider will offer suggestions to proactively address common stressors and other areas of concerns, and cooperate with the City’s Employee Assistance Program Manager when needed; and,

 WHEREAS, MPD worked with the Purchasing Division to issue RFP #13061-0-2024-AH to solicit proposals for such services in search of providers with experience working with police agencies or, at minimum, experience working with individuals who are regularly exposed to stress and trauma, and received five proposals; and,

 WHEREAS, an evaluation team consisting of Purchasing and relevant Department staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, past performance, and work plan, and The Psychology Center SC was selected through this process; and,

 WHEREAS, to provide these services, a one-year contract is required for the term of January 1, 2025 to December 31, 2025 with mutually agreed upon annual renewals available, and The Psychology Center SC proposed a contract price not to exceed $205 per employee appointment to provide annual one-hour mental health wellness check-ins for MPD staff with a 3% increase in each subsequent contract year, not to exceed the amount budgeted for the service in each year which in 2025 is anticipated to be $150,000; and,

 WHEREAS, MGO 4.26 requires Common Council approval of service contracts averaging more than $100,000 annually.

 NOW, THEREFORE BE IT RESOLVED, that the City Clerk and Mayor are authorized to sign a contract with The Psychology Center SC for the purposes described above, for a one-year term with four annual renewal options, for a total of five years.
