Fiscal Note
The proposed resolution amends the Police Department’s 2020 Operating Budget and authorizes the Chief of Police to accept additional donations to fund costs related to the acquisition of three new police Canine (K9) Unit dogs, training for one K9 Officer, and one new police Mounted Patrol horse in 2020. The animals are replacing retirements so there is no change in the ongoing costs. There is no impact on the levy.

Body
WHEREAS, the Madison Police Department (MPD) constantly strives to engage the community and to build trust with residents through partnerships, relationship building, community meetings, and hundreds of daily contacts; and,
WHEREAS, the results of these ongoing endeavors can result in donated services and goods, and contributions from partners seeking to improve public safety in our community; and,
WHEREAS, the annual Police Operating Budget includes revenue from contributions; and,
WHEREAS, from time to time, individuals, corporations, and organizations wish to make donations for specific law enforcement purposes, such as the MPD Canine and Mounted units, and other law enforcement initiatives; and,
WHEREAS, “Capital K9s” is a volunteer organization which exists to support the expansion and maintenance of the City of Madison Police Department K9 Unit and to educate the community about the value and effectiveness of using dogs in police work; and,
WHEREAS, “Friends of Madison Mounted Horse Patrol” is a volunteer organization that supports the Madison Police Department’s Mounted Patrol Unit; and,
WHEREAS, “Capital K9s” and “Friends of Madison Mounted Horse Patrol” are both designated as Affiliated Organizations registered with the City of Madison Clerk’s Office and exist jointly as a non-profit 501(c)(3) organization under the formal legal name of “City of Madison Police K-9 and Equine Partners, Inc.”; and,
WHEREAS, under Madison General Ordinance 4.29, Affiliated Organizations and others may raise and contribute funds specifically for such MPD initiatives.
NOW THEREFORE BE IT RESOLVED, that the Madison Police Department is authorized to accept funds and in-kind donations for Canine, Mounted, and other law enforcement initiatives.
BE IT FURTHER RESOLVED, that additional donations are anticipated beyond the donations budgeted in the adopted 2020 Police Operating Budget.
BE IT FURTHER RESOLVED, that the Police Department’s 2020 Operating Budget is amended to reflect in-kind donations and funds received from the City of Madison Police K-9 and Equine Partners, Inc. on behalf of “Capital K9s” and “Friends of Madison Mounted Horse Patrol” to be utilized for Canine and Mounted purposes, specifically $52,000 for three (3) new K9 dogs and training for one K9 Officer and $10,000 for one (1) new Mounted horse (including pre-purchase veterinary and trainer evaluation costs).
BE IT FURTHER RESOLVED, that the Madison Police Department will report to the City Finance Committee on or before March 31 each year on the amount and types of gifts received the previous year.
BE IT FURTHER RESOLVED, that any funds not spent in the year received shall be carried forward to future purposes as specified by the donor and shall be reflected in the Madison Police Department budget.
