PREAMBLE
The City is proposing to remove and replace the existing bus shelters around the Capital Square.
The City Council authorized the Purchasing Division to request bids for 5 shelters with an optional addition of 2 more shelters (Legislative File Number 04179). Engineering Division wrote a performance specification for use in the bidding. The performance specification required a base bid and two alternates for 5 and 7 shelters. The base bid and alternate bids are as follows:
Base Bid: Metal Frame Shelter with Metal Roof
Alternate Bid 1: Aluminum Frame Shelter with Metal Roof
Alternate Bid 2: Metal Frame Shelter with Translucent Roof
Five companies bid the project. Duo-Gard was chosen as the preferred bidder due to low cost, track record with municipalities all across the United States, Inclusion of both Aluminum frame and Translucent Roof and Interviews of Duo-Gard Clients.
The budget for Capital Square Bus Shelter Replacement is $350,000 (5 shelters at $70,000 each). The two remaining shelters were to remain in place until the Council awarded a contract at which time a decision will be made whether to retain the shelters until funds are available to replace them.
The bid received from Duo-Gard for 7 shelters with both Aluminum frame and Translucent roof is $378,693 $335,920 ($54,099 $47,988.57 each). The Engineering Division is recommending that the bid be accepted by the City. with the remaining $28,693 in funds come out of the budget for the Capital Square Street Scapes Site Work Project.
The site work for installing the shelters includes the following items:
1. Demolition of the existing shelters
2. Creation of the concrete pad for the proposed shelters
3. Routing of utilities to the proposed shelters
4. Installation of the bus shelters
5. Installation of Pedestrian and Area Lighting on E. Mifflin St. from State St. to Wisconsin Ave. & N. Carroll St. from State St. to W. Washington Ave.
The budget for Capital Square Street Scape Updates is $675,000. The current estimated cost for the site work is $442,179.50 $435,580.11.
NOW, THEREFORE, BE IT RESOLVED, that the Purchasing Division is hereby authorized to purchase the fabrication and delivery of 7 bus shelters from Duo-Gard for $378,693 $335,920.
NOW, THEREFORE, BE IT RESOLVED, that the plans and specifications and authorizing the Board of Public Works to advertise and receive bids for the Capital Square Repair & Bus Shelters, Contract No. 5926, are hereby approved. BE IT RESOLVED,
1) That the plans and specifications for Capital Square Repair & Bus Shelters, be and are hereby approved.
2) That the Board of Public Works be and is hereby authorized to advertise and receive bids for said project.
3) That the Mayor and City Clerk are hereby authorized to accept dedication of lands and/or easements from the Developer/Owner for public improvements located outside of existing public fee title or easement right-of-ways.
