PREAMBLE
The City of Madison and the Wisconsin Department of Transportation have prepared the plans for the reconstruction of East Washington Avenue Segment Three. The reconstruction of East Washington Avenue Segment Three includes reconstructing East Washington Avenue from Third Street to STH 30, reconstructing Milwaukee Street at the intersection with East Washington Ave and constructing a portion of the Starkweather Creek Bike Path.
On July 26, 2006 the City of Madison entered into an agreement with the Wisconsin Department of Transportation for the construction of the project. The portion of the Starkweather Creek Bike Path from Darbo Drive to Commercial Avenue was included in the agreement.
This resolution authorizes the City to enter into an agreement with the Wisconsin Department of Transportation specifically for the Starkweather Creek Bike Path. The agreement allows the City to use the federal funds and stipulates that the City will need to pay a portion of the federal share until such time as the federal share becomes completely available. One fifth of the federal share becomes available each year from 2005 to 2009. It is expected that the City of Madison will need to fund two fifths of the federal share or approximately $550,000. The City will be reimbursed this amount in 2008 and 2009.
Resolution RES-06-00618 approved the existing agreement with the Wisconsin Department of Transportation and approved the plans and specifications for East Washington Avenue and the Starkweather Creek Bike Path. The July 26, 2006 agreement encumbered all required funds. RES-06-00618 also authorized the internal borrowing of $550,000 until such time as the full amount of the Federal earmark for the project becomes available.
NOW THEREFORE BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to enter into an agreement with the Wisconsin Department of Transportation (WDOT) for the Starkweather Creek Bike Path.
