PREAMBLE
The Fit City Madison Coalition, an initiative created by Mayor David Cieslewicz in 2003, has grown into a large public-private partnership of 50 organizations and is staffed by Madison Department of Public Health (MDPH). With this pilot project, Fit City Madison will bring the resources of its staff and partner organizations to two Dane County businesses to plan and implement sustainable strategies to promote health eating and physical activity in their workplace.  Both businesses and multiple Fit City partners have committed to the project.  This project will also provide experience and tools that can be replicated in other worksites, bring new partners into the Fit City Madison Coalition, and extend Fit City Coalition's reach beyond the Madison city limits.
 
Two businesses have been selected for this project.  Webcrafters, a Madison printing company that employs 675, was identified and selected through contacts with The Alliance, a membership cooperative of 144 local employers offering self-insured health benefit programs.  HospiceCare is a Fitchburg-based health care provider employing 285.
 
The Fit City Madison Coordinator and other public health chronic disease prevention staff will facilitate the development of a wellness team at each worksite and guide each team though the process of planning, implementing, and evaluating nutrition and physical activity strategies.  This process will include orientation of teams to evidence-based strategies (activities and policies); assessment of company and employees' needs, interests, barriers and resources; selection of strategies and development of an action plan; implementation of strategies; and evaluation.  Staff will provide technical support for projects and connect the two pilot businesses to the resources of Fit City partners.  Fit City partners will provide services to the businesses and the worksites will be connected with other needed resources.
 
Funding has been secured through a grant of $4,000 from the University of Wisconsin Comprehensive Cancer Center. The additional $7,204 to complete this project will come from The Alliance, a health insurance cooperative, and the two business that are a part of this project. This project will be the first time that Fit City Madison has worked directly with a health insurance company.
 
WHEREAS Fit City Madison health initiative grew from Mayor David Cieslewicz's desire to address skyrocketing rates of overweight and obesity and the increase in sedentary lifestyles,  
 
WHEREAS Fit City has grown to include over 50 organizations, with one of its goals to plan and implement sustainable strategies to promote health eating and physical activity in the workplace,  
 
WHEREAS the University of Wisconsin Comprehensive Cancer Center has awarded Fit City Madison a grant to conduct a pilot project to assist two Dane County businesses in developing wellness teams and assist those teams through the process of planning, implementing, and evaluating nutrition and physical activity strategies,
 
WHEREAS Fit City Madison and its coalition partners have identified Webcrafters,  Madison printing company that employs 675 and HospiceCare, a Fitchburg-based health care provider with 285 employees, as business partners,
 
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk, on behalf of the Madison Department of Public Health-Fit City Madison initiative, are authorized to sign an agreement with the University of Wisconsin Comprehensive Cancer Center for the period June 1, 2006 to May 31, 2007 for the purpose of conducting a pilot program creating worksite-based wellness teams,
