Fiscal Note

The proposed resolution authorizes a non-competitive, sole-source purchased between Alternative Support Apparatus, LLC and the City of Madison Fire Department for a MedStat off-road ambulance vehicle. The estimated cost of the ambulance and shipping is $91,539. Funding for the sole-source purchase is available in the EMS Funding Assistance Program grant (Munis #15744). No additional appropriation is required.

Authorizing a non-competitive, sole-source purchase between Alternative Support Apparatus, LLC (ASAP) and the City of Madison Fire Department (MFD) for a MedStat off-road ambulance vehicle. (Citywide)

Body

The Madison Fire Department needs to purchase an enclosed UTV ambulance to replace the UTV ambulance currently in use. The current apparatus in service is manufactured by Alternative Support Apparatus (ASAP). This apparatus is used broadly throughout the year at numerous special events held in and around the City of Madison and also provides offroad capabilities to access, treat, and transport patients from areas our road ambulances cannot travel. The enclosed UTV ambulance has a temperature controlled environment for use in any condition and provides patient privacy that is not afforded by other UTVs. We are requesting to purchase a replacement MEDSTAT enclosed UTV ambulance from ASAP and are requesting sole-source purchasing for this apparatus. The cost of this ambulance is $89,064 and shipping is approximately $2,475.

 

WHEREAS, MFD requests to purchase this replacement apparatus through ASAP as there is operational functionality that is only provided by ASAP;

WHEREAS, MFD personnel have received training on the ASAP apparatus and are familiar with the operations of this manufacturer’s product, thus achieving the safest and most efficient deployment in emergency operations;

WHEREAS, purchasing through ASAP also brings familiarity in servicing at City Fleet, as they have worked on the current ASAP enclosed UTV ambulance for years. Furthermore, Stryker cot/stretcher mounting and loading systems are used in the current ASAP apparatus and these systems can be repurposed into the new ASAP apparatus. Utilizing the same cot/stretcher system for patient movement and transport maximizes safety and interoperability as the entire fleet of MFD cot/stretcher systems are the same Stryker systems;

WHEREAS, it is for these reasons of operational familiarity, Fleet servicing familiarity, cost savings and system-wide interoperability that MFD is requesting to only purchase the MedStat replacement enclosed UTV ambulance through ASAP;

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the purchase of a MedStat off-road ambulance vehicle, as described above;

 

BE FINALLY RESOLVED, that the Common Council authorizes a noncompetitive, sole-source purchase with Alternative Support Apparatus, LLC  for the acquisition of said apparatus.
