Report of the Mayor submitting a listing of boards, committees and commissions that did not meet in 2005.
Body
Section 3.46 of the Madison General Ordinances was created as a tool for the Mayor and Common Council to use as an annual review of boards, commissions and committees, and, if necessary, to take action to delete any boards, commissions and committees that did not meet in a calendar year.  The section is entitled "Obsolete Committees and Commissions."
 
During 2005, the following committees did not meet, and I recommend that they be dissolved:
 
ALCOHOL AND OTHER DRUGS POLICY COMMITTEE, JOINT CITY-COUNTY.  
 
This committee was created for the purpose of the City and Dane County working together (per the Board's Resolution) to establish a Joint Dane County-City effort to assess alcohol and drug enforcement activities.  Appointments were made to the committee; the committee met a few times in 2003 and once in 2004.  The jointly appointed chair resigned in March, 2004 and there has been no action by this committee since January, 2004.
 
Alcohol Use in Parks and Central City.  
 
This committee was created March 18, 2003 for the purpose of investigating the growing issue of alcohol-related behaviors in City of Madison Parks and central city areas.  The resolution requested a report back to the Council by August 30, 2003.  The committee does not have full membership and staff reports that the committee has never met.
 
ELIZABETH (aka) LISA LINK PEACE PARK ADVISORY COMMITTEE.
 
This committee was created per a Resolution adopted in April, 2004 as a new subcommittee of the Madison Board of Park Commissioners for the purpose of advising the Park Commission and the City of Madison on issues relating to design, ongoing maintenance, operation and programming of the park.  (Note:  The previous Elizabeth Link Peace Park Advisory Committee was created and appointed by DMI in November, 2001.  That committee disbanded when the new committee Resolution was adopted.)  
 
The newly created committee has never been appointed.  Parks Superintendent Jim Morgan recommends that this committee wait until the 300-400 blocks of State Street are finished as the park will be used as a staging area.  Another issue pending is whether the new Mid-State Street Parking Ramp will have some underground parking stalls under the park.
 
The committee name will be deleted from the committee system until such time as the appointments are ready to be made.
