Fiscal Note

The proposed resolution amends Public Health’s 2024 operating budget by increasing grant revenue and expenditures by $141,360, authorizes Public Health to accept these additional grant funds from the Wisconsin Department of Children and Families (DCF) for the Family Foundations Home Visiting Program, and creates a 1.0 FTE Public Health Nurse position for the Nurse Family Partnership (NFP) Program. DCF is increasing funding allocated to Public Health in 2024 by $141,360 to fund the position.

 

Title

Authorization to accept additional grant funds from the Wisconsin Department of Children and Families for the Family Foundations Home Visiting Program and create a 1.0 FTE Public Health Nurse Position for the Nurse Family Partnership (NFP) Program

Body

WHEREAS, Public Health is a recipient of the Family Foundations Home Visiting Program (FFHVP) grant via the Wisconsin Department of Children and Families and has received this support since 2015 to fund perinatal home visiting programs; and

 

WHEREAS Public Health has determined that the Nurse Family Partnership (NFP) program is an evidence based, nurse delivered home visiting program supporting healthy pregnancies, healthy births, and life outcomes; and

 

WHEREAS, the Wisconsin Department of Children and Families is increasing funding allocated to Public Health in 2024 by $141,360 annually to add a 1.0 FTE project Public Health Nurse (PHN) Position in the NFP program to serve Madison and Dane County; and

 

WHEREAS, the NFP program has had a waitlist for the past year and this has delayed enrollment for clients. With the additional funding and PHN position, The NFP program will be able to enroll clients earlier in their pregnancy and support improving health outcomes; and

 

WHEREAS, Public Health will receive funding for this additional position through September 30, 2026; and 

 

WHEREAS the Intergovernmental Agreement creating the joint City-County health department requires approval of both the Dane County Board and the City Council for the creation of any new positions;

 

NOW THEREFORE BE IT RESOLVED THAT the Common Council of the City of Madison approves amending the Public Health operating budget to accept these funds; and

 

BE IT FURTHER RESOLVED the Director of Public Health Madison and Dane County is authorized to sign the agreement for the amount and purpose outlined above;

 

BE IT FINALLY RESOLVED that the Common Council of the City of Madison approves the creation of the above position authority.
