Fiscal Note

The proposed resolution authorizes the extension of purchase of services contracts with Housing Initiatives, Inc. and Madison Community Cooperative, Inc. The Housing Initiatives, Inc. contract was originally approved in 2024 in the amount of $331,440. The Madison Community Cooperative, Inc. contract was originally approved in 2024 in the amount of $310,786. Both contracts are funded by Community Development Block Grant (CDBG) funds in the Community Development Division's Capital Improvements for Non-profit Housing (CINH) program. The Community Development Division's adopted operating budget includes funding for the remaining portions of these contracts in the Community Development Mutiyear Grant Fund (Fund 1205, project #71024). No additional appropriation required.

Action

WHEREAS, the Community Development Division (CDD) awarded Community Development Block Grant (CDBG) funds through the Capital Improvements for Non-profit Housing (CINH) Program to support the rehabilitation of rental housing units owned and operated by Housing Initiatives, Inc. and Madison Community Cooperative, Inc.; and,

 

WHEREAS, the Common Council adopted a resolution approving an award and authorizing the Mayor and City Clerk to execute a contract with Housing Initiatives, Inc. to accomplish this purpose (RES-24-00718/Legistar File #86219); and,

 

WHEREAS, the Common Council adopted a resolution approving an award and authorizing the Mayor and City Clerk to execute a contract with Madison Community Cooperative, Inc. to accomplish this purpose (RES-24-00622/Legistar File #85520); and,

 

WHEREAS, a Purchase of Services contract was executed with these organizations and the terms of these agreements were in effect through December 31, 2025; and,

 

WHEREAS, the contract with Housing Initiatives, Inc. called for it to complete or procure contractors to complete rehabilitation improvements on an estimated 39 units located at 7 different properties; and,

 

WHEREAS, the contract with Madison Community Cooperative, Inc. called for it to complete or procure contractors to complete rehabilitation improvements on an estimated 153 units located at 9 properties; and,

 

WHEREAS, due to project delays, the proposed work was not completed before the expiration of the contracts; and,

 

WHEREAS, the CDD now recommends extending the contracts through December 31, 2026 so the proposed rehabilitation of the units can be completed.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the extension of the Purchase of Services contracts with Housing Initiatives, Inc and Madison Community Cooperative, Inc. as described herein; and,

 

BE IT FURTHER RESOLVED, that the Council authorizes the Mayor and City Clerk to execute, deliver, publish, file and record such other documents, instruments, notices and records, and take such other actions as shall be deemed necessary or desirable to accomplish the purpose of this Resolution, and to comply with and perform the obligations of the City hereunder.
