I hereby submit, for your consideration and approval, the following citizen appointments.  "Statement of Interests" forms are on file in the City Clerk's Office for those citizens required to file.

 

*2/3 vote required for confirmation of non-city residents.

Pursuant to Sec. 3.27(2) of the Madison General Ordinances, " … provisions of this section shall not necessarily apply with reference to membership on special study committees where in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of certain nonresident members who are particularly well qualified by reasons of education, background, and experience … ."

 

ADA TRANSIT SUBCOMMITTEE TO THE TRANSIT AND PARKING COMMISSION

 

ANN L. SCHROEDER, 201 N. Walbridge Ave. #104, 53714-1953 (3rd A.D.) - appointed to a two-year term to the position of Ambulatory Metro Plus User.  Ms. Schroeder is secretary for the Wisconsin Council of the Blind.  She succeeds Susan Balliette.

Rationale Mr. Amegashie brings a wealth of knowledge and information from the perspective of people of color  He has valuable experience as a former executive at a major private sector financial institution and as current administrator of the state's minority business program.

 

AFFIRMATIVE ACTION COMMISSION

 

BRENDA S. GONZALEZ, 1678 Capital Ave., 53704 (19th A.D.) - appointed to the remainder of a one-year term to the position of Second Alternate Member.  Ms. Gonzalez is employed by Dean Health System as the manager of interpreter services and cultural outreach.  She works with many providers, community advocates and others committed to provide direct services to underserved populations.  She succeeds Lendell Alston who was moved/appointed to am Adult City Resident position on the AAC.

MICHAEL DSIDA, 2101 Manor Green Dr., 53711-3571 (20th A.D.) - appointed to the remainder of a three-year term to the position of Citizen.  Mr. Dsida is an attorney with the Legislative Reference Bureau.  He succeeds Bryant Walker Smith who resigned.

EARLY CHILDHOOD CARE AND EDUCATION BOARD

 

TRACY K. KUCZENSKI, 2217 Rowley Ave., 53726-5327 (10th A.D.) - appointed to the remainder of a three-year term to the position of Citizen Member.  Ms. Kuczenski is an attorney and is employed by the Dane County Corporation Counsel.  She succeeds Nicholas Glass who resigned.

GARDENS COMMITTEE, COMMUNITY

 

SHARON LEZBERG, 441 Sidney St., 53703-1723 (2nd A.D.) - appointed to the remainder of a three-year term to the position of Citizen.  Ms. Lezberg is the past Executive Director/Program Director for the Friends of Troy Gardens.  She has been involved in community gardening leadership in Madison as a gardener, employee of the CAC Garden Program and with Friends of Troy Gardens since 1991.  She succeeds Jessica Bullen.

TERM EXPIRES: 1-18-2008.

 

HOUSING COMMITTEE

*VICTOR E. VILLACREZ, 307 William St., Verona 53593 - reappointed to the remainder of a three-year term to the position of Adult City Resident.  First Appointed 10-15-2002.

Rationale:  Mr. Villacrez moved out of Madison for family reasons but remains active in the city of Madison.  In a letter from Curt Brink, Affordable Housing Subcommittee Chair, he writes: "Vic has been an integral part of the discussions that are taking place at the Affordable Housing Subcommittee level and his input has been key to several policy recommendations regarding IZ, TIF 10% set aside, IZ evaluation and non-profit/profit partnerships in the productions of affordable housing as well as others.  He is a regular attendee."

 

MADISON ARTS COMMISSION

 

MAUREEN JANSON HEINTZ, 113 Lansing St., 53714 (15th A.D.) - appointed to the remainder of a three-year term to the position of Adult City Resident.  Ms. Janson Heintz is a coordinator of dance, fitness and movement for the University of Wisconsin Division of Continuing Studies.  She succeeds Mary Berryman Agard.

Rationale:  Mr. Amegashie is the Director of the Minority Business Program at the State Department of Administration.  He has very capably fulfilled his duties in the Business and Financial Representative position on the MDC Board for the last five years.  He is a recognized leader in minority business procurement and is knowledgeable about other challenges associated with minority business growth and development.  His continued involvement on the MDC Board will not only help assure continuity in the operations of the organization, but will also afford MDC the benefit of his insights and experience in matters of economic development and interactions with entrepreneurs of color.
