Fiscal Note
The proposed resolution authorizes a non-competitive selection contract with Community Action Coalition for Double Dollars program management services for the City of Madison and Dane County. The Economic Development Division's 2026 Adopted Operating Budget includes the City's contribution of $75,000, and Dane County will contribute $10,000 to administration of the program to cover the balance of the contract. No additional City appropriation required.

Body
WHEREAS, The City of Madison supports affordable access to fresh, healthy food for people of all income levels, and especially low-income residents; and
WHEREAS, SNAP-EBT incentive programs (commonly called “Double Dollars” or “Double Up Bucks”) that increase the purchasing power of low-income residents have been a proven solution to increasing affordability of fresh, healthy foods; and
WHEREAS, The City of Madison and Dane County have collaborated for many years to fund the City of Madison & Dane County Double Dollars Program; and
WHEREAS, Community Action Coalition for South Central Wisconsin, Inc. has served as the Double Dollars Program operator for over 12 years, has been the sole respondent to two Dane County-led RFP processes over that duration, and has established program management expertise, deep program commitment from organizational and board leadership, and financial commitments to the Double Dollars Program; and
WHEREAS, for many years the Dane County Department of Human Services served as the Double Dollars contract administrator; and
WHEREAS, Historic funding parity between the City of Madison and Dane County has shifted due to the 2026 Dane County budget shortfall, where the City of Madison is now contributing $75,000 annually to the program and Dane County is contributing $10,000 annually to the program, necessitating the City of Madison to become the contract administrator for the $85,000 Double Dollars Program contract; and
WHEREAS, for the reasons stated in the attached Noncompetitive Selection Request Form, the proposed contract with Community Action Coalition for South Central Wisconsin, Inc. meets the exception to the bidding process in section 4.26(4)(a)7. which states “A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant”;
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to execute a services contract not to exceed $85,000 with Community Action Coalition for South Central Wisconsin, Inc. for the above described services.
