Title
Creating a committee to oversee a community process to determine the best ways to enhance the local/regional food economy, address the needs of local growers and producers, and identify the best strategies and location for a public market that will meet these goals.
Body
WHEREAS a local and regional food system consists of agricultural production, food processing, trade, transportation, marketing, preparation, consumption, and waste management; and
WHEREAS building a strong local food system offers benefits to health, the economy, the environment, the community, and workers; and
WHEREAS the development of a strong local food system contributes to a future that is both economically and environmentally sustainable; and
WHEREAS a strong local food system creates entrepreneurial opportunities for growers, producers, processors, businesses in food preparation, restaurateurs, and related enterprises; and
WHEREAS these food-related economic opportunities can create good jobs for more workers and lower start-up barriers for a diverse set of entrepreneurs; and
WHEREAS the City of Madison supports having a strong local food system;
NOW THEREFORE BE IT RESOLVED that the City of Madison hereby creates a Madison Local Food Committee for the purpose of studying and recommending initiatives to strengthen the local food system;
BE IT FURTHER RESOLVED that the Committee shall review existing reports for a Madison public market and local food economy activities and projects that now exist or are being planned in Dane County;
BE IT FURTHER RESOLVED that the Committee shall solicit input and advice from the community including growers, producers, consumers, food processors, local retailers and restaurants, relevant nonprofits and institutions, and other experts;
BE IT FURTHER RESOLVED that as part of its study process the Committee shall consider the need, function(s), best strategies and location for a public/local food market in Madison;
BE IT FURTHER RESOLVED that the Madison Local Food Committee shall report its
findings and recommendations to the Mayor and Common Council by January 31, 2012;
BE IT FURTHER RESOLVED that the Committee report shall include a summary of input related to the need and type of public market that could strengthen Madison's food economy, along with an analysis and recommended strategies for moving a public market forward if appropriate;
BE IT FURTHER RESOLVED that the Madison Local Food Committee shall have nine members including three Alders appointed by the Mayor and submitted to the Common Council for approval;
BE IT FURTHER RESOLVED that lead staff for the Committee will be the Economic Development Division with additional City staff support as needed.
