The proceeds of this grant will be accounted for in a segregated fund. Funds will be used for computer equipment, software, supplies, equipment, training, and a 1.0 FTE LTE position for about one year. There is no match requirement. No City funds have been budgeted to continue this position after the grant ends.

Authorizing the Mayor, City Clerk and Chief of Police to accept a Congressionally Mandated Edward Byrne Memorial Award from the Department of Justice, Office of Justice Programs in the amount of $89,435 and amending the Police Department 2008 Operating Budget to allow for the hire of 1.0 LTE Crime Analyst position.
Body
WHEREAS, in 2007 the Madison Police Department (MPD) developed a proposal to implement a Gang and Violent Crime Intervention Project designed to analyze a variety of data in order to address impacts and emerging trends in relation to gang activities and violent crime; and,
 
WHEREAS, in compliance with grant guidelines the MPD proposal included collaborative efforts with other law enforcement agencies; and,
 
WHEREAS, the Gang and Violent Crime Intervention Project proposal included utilization of the current regional collaboration between the MPD and seventeen other regional law enforcement agencies and municipal courts; and,
 
WHEREAS, Congresswoman Tammy Baldwin was successful in her efforts to secure funding for this proposal; and,
 
WHEREAS, the Department of Justice, Office of Justice Programs has notified the Madison Police Department that these funds have been awarded as an FY08 Congressionally Mandated Edward Byrne Memorial Award; and,
 
WHEREAS, this grant provides funding to purchase the hardware and software needed to collect information, to develop and maintain the essential database, and to analyze and map information obtained; and,
 
WHEREAS, this grant also provides funding to train staff in the use of the hardware and software, as well as the concepts of problem-solving analysis and/or intelligence-led policing, and;
 
WHEREAS, funding will also be provided for printing new forms essential to the collection of critical data needed in the implementation of this project and various supplies necessary to produce reports and/or maps; and,
 
WHEREAS, the Office of Justice Programs recognizes that implementation of a program of this magnitude requires additional technical staff and has thus included funding to hire a Crime Analyst (LTE) to implement the proposal and analyze the information; and,
 
WHEREAS, funding is also provided to purchase the needed office set up, including a workstation, file cabinets and other office equipment, that will be necessary for this position; and,
 
WHEREAS, the implementation of this proposal will enable the MPD to expand upon existing crime analysis infrastructure, more closely track impacts and trends related to gang activities and violent crime, more effectively analyze data and continue to coordinate information sharing and intelligence dissemination throughout the law enforcement communities of Dane County.
 
NOW THEREFORE BE IT RESOLVED that the City of Madison, through the Madison Police Department (MPD) is authorized to accept funding for a Congressionally Mandated Edward Byrne Memorial Award from the Office of Justice Programs in the amount of $89,435, and that the Mayor and Chief of Police are authorized to sign the award documents on behalf of the City of Madison.
 
BE IT FURTHER RESOLVED that the Mayor and Common Council authorizes the expenditure of grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:
 
1) Salary and benefits for 1.0 LTE Crime Analyst (MIS-2) position for one full year in the amount of $72,760. (SG41-51110-713280 = $52,800; SG41-52000-713280 = $19,960)
 
2) Purchase of computer hardware and software essential in development of the infrastructure needed to more effectively analyze crime-related data in the amount of $7,500.  (SG41-55155-713280 = $2,000; SG41-55156-713280 = $5,500;
 
3) Purchase of workstation, chair, file cabinets and office supplies for new Crime Analyst position in the amount of $4,195. (SG41-55145-713280 = $3,800; SG41-55110-713280 = $395)
 
4) Training and travel costs in relation to problem solving and/or intelligence-led policing, utilization of specialized hardware and software for problem analysis, and law enforcement efforts to more effectively utilize data in solving crime in the amount of $4,980.   (SG41-54640-713280)
 
BE IT FURTHER RESOLVED that a 1.0 LTE Crime Analyst position be listed within the permanent salary detail of the Year 2008 Police Department Operating Budget.  This position will be classified in compensation group 18, range 8.
 
BE IT FINALLY RESOLVED that the Comptroller and the Madison Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
