Authorizing the Mayor and City Clerk to execute an amendment to the present agreement between The City of Madison and Ayres and Associates, and Amending the 2005 Capital Budget to allow for completion of the Digital Terrain Model Project.

PREAMBLE

 

In 2002, the City of Madison entered into a contract with Ayres Associates to accurately establish Public Land Survey System corner coordinates using GPS based technology. Approximately 300 corners were located through that contract.  The City desires to complete the control survey on approximately 175 additional PLSS corners.  When this work has been completed, the City will migrate it's computer based GIS/mapping to the newly established coordinates.  The PLSS corner coordinates will be used by City, and private surveyors and will form the framework for the City's mapping efforts well into the future.

 

Ayres Associates completed the City's digital orthophoto atlas in 1997 and 2000, provided limited updates in 2003, and has performed a considerable amount of related work for the City during that time.  Various City departments have used these digital orthophoto atlases extensively.  Due to the significant amount of growth in the City, these departments require an updated photo atlas.  Ayres Associates is the chosen contractor for a large, multi-county aerial photography project in the southwest Wisconsin area, and as such it is in the City's interest to expedite issuance of this addendum to secure a favorable delivery schedule and take advantage of the economy of scale provided by the larger project.  Recent developments in LiDAR technology have made it cost effective for the City to acquire a LiDAR based digital terrain model (DTM), and two-foot contours, of the ground as part of the digital orthophotography project.  The DTM will meet FEMA standards for new flood plain mapping and will have applications in land use planning and storm water management.  In addition to the DTM of the ground surface, Ayres will prepare 3D wire frame models of buildings in the downtown Madison area.  This 3D model will have uses in public safety and land use planning.

 

NOW THEREFORE BE IT RESOLVED, that funding for this project be made available by the reallocation of existing capital funds as follows:

 

                                          2005 Capital Budget for Digital Terrain Model          $80,000                                                                                           Reallocation of Milwaukee Street Project (810252)  $16,680

                                          Total                                                                                            $96,680

 

BE IT FURTHER RESOLVED, that the Mayor and City Clerk are authorized to execute a second amendment to the present agreement between the City of Madison and Ayres and Associates to complete the Digital Terrain Model.
