The proposed resolution authorizes a subcontract with Slipstream Group, Inc. for a grant from the U.S. Department of Energy (DOE) Connected Communities program for implementation of Grid Interactive Efficient Buildings (GEB) strategies in 5-6 municipal facilities. The amount of the grant is $1,157,855 and is effective May 1, 2022 to April 30, 2027. Activities in 2022 related to the grant will consist of in-kind staff time for information gathering. No appropriation is required at this time.

SUBSTITUTE - Authorizing the Mayor and City Clerk to execute a subcontract with Slipstream Group, Inc. for a grant from the U.S. Department of Energy (DOE) Connected Communities program in the amount of $1,157,855 effective May 1, 2022 to April 30, 2027 for implementation of Grid Interactive Efficient Buildings (GEB) strategies in 5-6 municipal facilities.

WHEREAS, the City of Madison along with Slipstream Group, Inc., Madison Gas & Electric, Rocky Mountain Institute, ACEEE and bluEvolution collaborated on a project proposal responding to a solicitation for grant applications from the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy (DOE); and,
WHEREAS, the proposal offered will demonstrate reliable and cost-effective efficiency and demand flexibility strategies in municipal facilities, utility service territory and beyond; and,
WHEREAS, the proposal also included the parties’ representation that they would work cooperatively if awarded the DOE grant, including but not limited to cost-sharing; and
WHEREAS, the DOE selected proposal and worked with the Parties to finalize it; and,
WHEREAS, in total the City of Madison will receive $1,157,855 as full compensation for performance of the Services; and,
WHEREAS, the subcontract with the City of Madison begins May 1, 2022 and ends April 30, 2027; and,
WHEREAS, the subcontract with the City of Madison provides for the demonstration of Grid Interactive Efficient Buildings (GEB) strategies in 5-6 municipal facilities through load shifting using EV managed charging, smart inverters, solar PV and battery storage technologies; and,
NOW, THEREFORE, BE IT RESOLVED that the Madison Common Council authorizes the Mayor and City Clerk to Execute a subcontract with Slipstream Group, Inc. for a grant from the U.S. Department of Energy (DOE) Connected Communities program in the amount of $1,157,855 effective May 1, 2022 to April 30, 2027 for implementation of Grid Interactive Efficient Buildings (GEB) strategies in 5-6 municipal facilities, and further authorizes the Sustainability Program Coordinator to execute any other documents and agreements necessary to implement the Program and meet federal grant requirements, with all documents to be signed being in a format approved by the City Attorney.
