Title
Approving plans and specifications and authorizing the Board of Public Works to advertise and receive bids for Troy Drive and Green Avenue Sanitary Sewer with Resurfacing. (District 18)
Body
The City of Madison plans to remove and replace all of the asphalt pavement along Troy Drive & Green Avenue from Harper Road to Sauthoff Road, with additional spot replacements of curb, gutter, and sidewalk. The project will also install a new sanitary sewer main from Lerdahl Road to Pine View Drive to relieve an existing sanitary sewer force main in the area and patch pavement in accordance with the standard patching criteria in areas outside the limits of the pavement replacement. In 2024, a leaking sanitary force main serving part of the North Lake Mendota neighborhood required an emergency repair on the Mendota Hospital property. The City intends to replace the old force main, originally installed in 1933, and partially serve the area with a more reliable PVC gravity-fed main along Troy Drive/Green Avenue. While the City plans to replace the entire force main in the future, this project will focus solely on sewer work within the limits of this Troy Drive/Green Avenue project.
As part of the Troy Drive/Green Avenue project, new concrete bus boarding pads will be installed in the terrace along 537 Troy Drive, 301 Troy Drive, and 4122 Green Avenue to accommodate the reversal of Metro Route B.
Resurfacing of Green Ave. was originally to be part of a larger Knutson Drive and Green Avenue project, which was approved by the Common Council (RES-24-00175, File# 82078) on March 5, 2024, under a project titled Knutson Drive and Green Avenue Assessment District - 2024. However, the Green Avenue portion is being separated into its own independent project and excluded from the Knutson Drive construction contract to further address the sanitary sewer issues in the area. The original assessments were also approved by the Common Council under RES-24-00175, File# 82078 as part of the Knutson Drive and Green Avenue Assessment District - 2024. The special assessments under that adopted resolution remain unchanged and in effect. The sanitary sewer main replacement work and associated pavement patching is not assessable.
BE IT RESOLVED,
1) That the plans and specifications for Troy Drive and Green Avenue Sanitary Sewer with Resurfacing be and are hereby approved.
2) That the plans and specifications associated with the Green Avenue portion of the Knutson Drive and Green Avenue Assessment District - 2024 under RES-24-00175, are hereby revised and replaced with these plans and specifications for Troy Drive and Green Avenue.
