Fiscal Note
The 2005 Operating Budget includes $125,000 in Miscellaneous Appropriations for Allied and Emerging Neighborhoods.  $10,000 was previously allocated in support of the Allied Area Task Force.  This resolution allocates the remaining $115,000.

Authorizing the Mayor and City Clerk to enter into Purchase of Service agreements with organizations approved for funding under the Allied and Emerging Neighborhoods Fund.
Body
WHEREAS, the Allied and Emerging Neighborhoods Fund of $125,000 was included in the 2005 operating budget to fund programs and services which enhance the quality of life for the Allied neighborhood and other similar neighborhoods, and
 
WHEREAS, Resolution #00290 commits up to $10,000 from this fund in support of the Allied Area Task Force, leaving a balance of $115,000, and
 
WHEREAS, a request for proposals process, distributed widely to the community, resulted in the submission of 43 proposals totaling $575,027.50, and
 
WHEREAS, a review team comprised of representatives of the Mayor's Office, Planning Unit, Community Development Block Grant Office, Office of Community Services, and Ald. Ken Golden, reviewed all requests and submitted a set of funding recommendations to the Mayor, which have been approved;
 
NOW THEREFORE BE IT RESOLVED that the balance of $115,000 in the Allied and Emerging Neighborhood Funds be allocated for the following programs and services:
 
Porchlight, Inc.
Up to $15,000 for a Jobs and Housing Connections Project to serve homeless individuals and families sheltered in the Capitol neighborhoods area.  (Funding period April - December, 2005)
 
Operation Fresh Start
Up to $5,000 for the cost of transporting Allied participants to and from the Allied neighborhood as part of their employment and training program.
 
Prairie Crossing
Up to $13,500 to continue the services of the Resident Services Coordinator. This position has helped residents solve problems and has accessed community resources so that residents could maintain a stable home.
 
Boys and Girls Club
Up to $10,000 for the Family Resource and Technology Center which offers resources in technology, employment, education, housing and health and wellness.
 
Allied Wellness Center
Up to $5,000 to provide support for their holistic health programming and other community related activities.  The services and programs offered free of charge to the neighborhood.
 
Allied Drive Neighborhood Association
Up to $9,000 to support the activities of the Allied Drive Neighborhood Association.  The association provides a vehicle for residents to become actively involved in creating a better neighborhood for those that live in the Allied Drive area.
 
United Refugee Services of Wisconsin
Up to $15,000 to hire a bicultural and bilingual Hmong Community Liaison to help bridge the Hmong communities in Allied Drive to local service providers and local neighborhood organizations.
 
 
Allied Community Gospel Choir
Up to $2,500 to support this group in their use of music to build a stronger community.
 
Madison Apprenticeship Program
Up to $11,000 to support of the Madison Apprenticeship Program (MAP) which helps participants identify the need for change in their current lifestyle and obtain the tools to re-enter the workforce.
 
Women's Transit Authority (WTA)
Up to $5,000 for WTA to design an expanded free, safe ride program to better address the transportation needs in the Allied neighborhood.
 
Darbo-Worthington Neighborhood Capacity Building Project - 2005
Up to $1,000 for a program that will proactively bring diverse residents together to build capacity in the neighborhood, by strengthening existing assets.
 
Kennedy Heights Community Center
Up to $5,000 for a program to enhance the quality of life for residents in the Kennedy Heights neighborhood by providing more comprehensive community building activities and events that will better represent the current demographic make-up of the community.
 
Northside Farmers Market
Up to $7,000 for a farmers market to be held weekly at Sherman Plaza to help fulfill the need for access to fresh, affordable and locally grown produce.  WIC produce vouchers will be accepted.
 
Women Rise Up
Up to $6,000 for the Wexford Ridge Neighborhood Center project, Women Rise Up!  This project will provide comprehensive support for women in the community to come together to address the issues and needs in their lives and in their communities.
 
Buena Vista Project
Up to $2,500 to help fund a student-operated landscaping business.  The project will teach the students the skills necessary to start and maintain a business.
 
Young Readers, Strong Writers
Up to $2,500 to support their summer Writing and Academic Skills workshop, the Harambee Youth Leadership group, and the Reading in the Waiting Room programs.
 
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to enter into purchase of service agreements with the above listed agencies or fiscal agents, for the described services and funding periods.
