Fiscal Note

The proposed resolution authorizes an amendment to an existing contract with MSA Professional, Inc. for additional design and engineering services for the Atwood Avenue Reconstruction project. The total amount for the contract amendment is $120,000. Funding is available in the adopted capital budget in the following accounts.

11127-402-170: Atwood Avenue-Madison Street - $115,000.00

 

11127-83-173: Atwood Avenue-Madison Sanitary Sewer - $1,500.00

 

11127-402-171-010001: Atwood Avenue-Madison Structure B-13-864 - $3,500.00

 

No additional appropriation is required. 

Title

Authorizing the Mayor and the City Clerk to execute an Amendment to the contract between Madison and MSA Professionals, Inc. for additional design engineering services for the Atwood Avenue Reconstruction Project. (15th AD)

Body

The City is proposing to reconstruct Atwood Ave. from Fair Oaks Ave. to Cottage Grove Rd. in 2023.  The City entered into an agreement with MSA Professionals, Inc. for design services (Original: RES-16-000375). Geometry was approved for the project by Common Council (RES-18-00533). City Engineering & City Traffic Engineering were authorized to proceed with final design for reconstruction of the street.   

 

The City Engineer recommends that additional design services be undertaken by MSA Professionals, Inc. They are:

 

1.                     Utility Coordination

a.                     Utility Coordination

i.                     Duplicate Utility Coordination efforts to finalize PSE documents prior to Ad Meeting Date due to plan changes post 90%.

2.                     Road Plans

a.                     Road Plans

i.                     Geometrics

1.                     Curb and Gutter changes between Dennett to Margaret post PrePSE requested by TE per Metro. Adjust all plan sections and labels, quantities, cross sections and grading sheets.

ii.                     Drainage/Storm Sewer

1.                     Request to Update Elliptical Pipe to Round or Box Equivalent - This included updating the analysis to provide new sizes for each of these locations. In the case of the Walter Street swale, the change to the box culvert impacted the inlet structures as the size of the elliptical fit the standard inlet structure and the box is too wide and no longer fit.

2.                     Additional review and consulting with the structural team to determine of inlets could be saddled on box times.

3.                     Additional analysis was requested to reduce the number of inlets at the Walter location when it was determine that something special either saddle structures on the box or a special structure sized to fit the new box size. This mean also review pipe sizing for future build out project to collect the water.

1.                     Update cross sections for corresponding curb line change

1.                     Update Miscellaneous Quantities based on 90% plan changes

2.                     Update Cost Estimate based on 90% plan changes

v.                     Update to Pavement Marking Plans, Permanent Signing Plans, Paving Grades, Curb Ramp Details, Landscaping, and Erosion Control Plans based on 90% plan changes

3.                     Special Requirements For Design

a.                     Post PSE changes to sanitary sewer at Dennett Street to remove previously proposed sewer pipe. Scope included a new manhole outside of project limits, utility trench and updates to all plan sections as needed to reflect the changes as well as quantity

4.                     Structure

a.                     Include polymer overlay on roadway bridge, B-13-0864.

b.                     Update special provisions and estimates for structure bid items.

5.                     Transportation Project Plan

a.                     Real Estate Exhibit - Additional Exhibit for Park TLE with the path relocation.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an Amendment to the contract between the City of Madison and MSA Professionals, Inc. for additional design engineering services for the Atwood Avenue Reconstruction Project.
