Fiscal Note

The proposed resolution amends the Police Department’s 2023 Operating Budget and authorizes the acceptance of a FY2023 USDOJ Edward Byrne Memorial Justice Assistance Grant for $111,454 to support several law enforcement initiatives. Funds are advanced to the Department and interest earned on those funds will be used in accordance with the grant. No city funds are required.

Amending the Police Department’s 2023 Operating Budget; and authorizing the Mayor and Chief of Police to accept a FY2023 USDOJ Edward Byrne Memorial Justice Assistance Grant for $111,454, and to utilize these funds to support several law enforcement initiatives

 

 

Body

WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, Bureau of Justice Assistance has designated the City of Madison to receive a FY2023 Edward Byrne Memorial Justice Assistance Grant (JAG) award; and,

 

WHEREAS, the JAG program supports law enforcement, prosecution, indigent defense, courts, crime prevention and education, corrections and community corrections, drug treatment and enforcement, planning, evaluation, technology improvement, and crime victim and witness initiatives and mental health programs and related law enforcement and corrections programs; and,

 

WHEREAS, the terms of the grant require that Dane County and the City of Madison submit a joint application under one agency; and,

 

WHEREAS, Mayor Satya Rhodes-Conway and County Executive Joseph Parisi signed a required Memorandum of Understanding regarding a proposed plan for the allocation and administration of any funds awarded; and,

 

WHEREAS, previous awards have been utilized in the past to support the efforts of the Dane County Drug Court, the Dane County District Attorney Crime Response Program, the Madison Police Department, the Dane County Sheriff’s Office, and other local police departments.

 

NOW THEREFORE BE IT RESOLVED that the Police Department is authorized to apply for the FY2023 Edward Byrne Memorial Justice Assistance Grant for $111,454.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the grant.

 

BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from funder, the U.S. Department of Justice, as follows:

 

Dane County will receive $28,134 that shall be used as follows:

§                                          $13,859 for the Human Services Drug Court treatment program

§ $7,480 to the Sheriff’s Office for a narcotics evidence storage cabinet

§ $6,795 for the District Attorney Crime Response Program victim/witness services

 

The City of Madison Police Department will receive $83,320 that shall be used as follows:

§                                          $24,934 for voice actuators for the Special Events Team

§ $50,970 in overtime and $7,416 on benefits for a records consolidation and storage project.

§ Up to $3,000 in earned interest on advanced funds to be used for actuators and overtime as described above.

 

BE IT FURTHER RESOLVED that the Mayor and Chief of Police are authorized to sign any award letter and/or contracts necessary to carry out this resolution.

 

BE IT FINALLY RESOLVED that grant funds not expended as of December 31, 2023, be carried forward until fully utilized.
