Fiscal Note

The Budget Amendment authorized in this Resolution corrects a prior imbalance between state revenue and budget authority and has no impact on GO borrowing or cost controls. 

 

The East Washington Avenue Segment Six project agreements will utilize $150,000 of existing authority in 2008 for the design phase.  The Construction phase is scheduled to occur in 2011 and will be funded entirely by State funds.

PREAMBLE

 

The Wisconsin Department of Transportation (WDOT) has agreed to replace the pavement on East Washington Avenue from Thierer Road to East Springs Drive.  The design for the project will be funded 25% City of Madison and 75% State.  The construction will be funded 100% by the Wisconsin Department of Transportation. 

 

The existing pavement, constructed in 1971, is in very poor condition.  The proposed project will replace the existing pavement with a new concrete pavement.  No widening or changes are anticipated as this is funded as a pavement maintenance project.  It is intended to continue the bike lanes along East Washington Avenue to approximately East Springs Drive without widening the overall street by reducing the 4 existing 12 foot wide lanes in each direction to 11 foot lanes and adding a bike lane.

 

The anticipated construction date is 2011 although the WDOT has stated that they will advance it to an early construction year if possible. 

 

In prior years, the receipt of State funds for East Washington Avenue projects have exceeded budget projections causing an imbalance in budget authority as compared to available funds.  Correcting this imbalance is necessary to allow for the design contract to be executed in 2008. 

 

NOW THEREFORE BE IT RESOLVED, that the plan for pavement replacement on East Washington Avenue Segment Six is hereby approved, and

 

BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to enter into an agreement with the Wisconsin Department of Transportation (WDOT) for the design and construction of East Washington Avenue Segment Six, and

 

BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to execute amendments to the initial agreement provided the City share plus amendments does not exceed the total share provided in this resolution. 

 

BE IT FURTHER RESOLVED, that the 2008 Major Streets Capital Budget be amended as follows:
