Fiscal Note

The proposed amendment authorizes the acceptance of a USDOJ STOP School Violence Prevention and Mental Health Training Program award for $250,000. This new grant is a pass-through grant to the Madison Metropolitan School District (MMSD). MPD will partner with them to develop critical response teams in the high schools. MMSD will hire a coordinator to develop, with MPD input, a Restorative Critical Response-model approach to reduce school violence and better deal with situations that have mental health aspects to them. The City will use the grant funds to reimburse MMSD for the coordinator’s salary and benefits, and training for the teams.

The MPD Captain of Community Outreach will be the liaison to the team development and Educational Resource Officers will be on the teams within the schools. This work will be considered part of their normal responsibilities. There is no additional City expense created by this grant project.

Body

WHEREAS, the U.S. Congress created the Student, Teachers, and Officers Preventing (STOP) School Violence Act of 2018 to help local governments develop school threat assessment and crisis intervention teams with school law enforcement personnel; and,

 

WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, Bureau of Justice Assistance has awarded the Madison Police Department a three-year FY2018 STOP School Violence Prevention and Mental Health Training Program grant award for $250,000; and,

 

WHEREAS, the Department will partner with the Madison Metropolitan School District (MMSD) to implement a school-based Restorative Critical Response (RCR) within the six MMSD high schools, working together to develop a system-wide approach to responding to threats through training, system coordination, and implementation of the RCR model, which is based on respect, responsibility, and relationship-repairing focused on various levels of support; and,

 

WHEREAS, the gap in services at MMSD, and the most critical to safety, is coordination and implementation for restorative critical response and after-action procedures when student misbehavior rises to a level of a serious threat; and,

 

WHEREAS, a project team of MMSD and MPD staff will support the grant-funded Project Coordinator (new MMSD position) to train school-based teams in Restorative Critical Response, resulting in each of the six high schools having a building-based response team that is highly trained to respond to the high threat level incidents; and,

 

WHEREAS, the anticipated impact is improved coordination and effectiveness of responses to violence, providing specialized training sessions for school officials as they relate to responding to on- campus mental health crisis by training staff at each school to implement the RCR model; and,

 

WHEREAS, RCR will incorporate existing partners, such as the County Youth Court, MMSD Restorative Practices Team, mental health providers, district administration, EROs, educators, parents, and others; and,

 

WHEREAS, MMSD will hire a fulltime LTE project coordinator and will provide RCR training to each high school’s RCR team, and also will provide in-kind match of $85,539.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and Chief of Police are authorized to accept an FY2018 STOP School Violence Prevention and Mental Health Training Program grant award for $250,000.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the grant, including modifications upon appropriate approvals from USDOJ.

 

BE IT FURTHER RESOLVED that the Finance Department and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
