Fiscal Note
The resolution authorizes outside fundraising in support of a Mayor's Bike Summit.  The 2014 adopted operating budget of the Mayor's Office provides expenditure authority of $20,000 for a Bike Summit, offset in full by anticipated revenues.  These expenses and offsetting revenues will be included in the Mayor's Office 2015 operating budget, subject to approval by the Common Council.  There is no net impact on the budget in 2014.

Body
WHEREAS, Madison is one of the leading bike cities in the country; and
 
WHEREAS, the Mayor is organizing a Mayors' Bike Summit to be held in the City of Madison on May 13, 14, and 15, 2015; and
 
WHEREAS, the Mayor wishes to raise funds from third parties to defray the costs of the conference; and
 
WHEREAS, the city ethics code provides that an incumbent may solicit donations from third parties only if the solicitation has been approved by a resolution of the Common Council; the entity receiving the funds is not an entity with which the incumbent is associated; and a report of the amount and contributor for all donations is filed with the City Clerk within six (6) months of the donation; and
 
WHEREAS, the cost of the conference is estimated to be $3,500 for facility expenses $9,000 for food and drinks, and $7,500 for miscellaneous expenses such as printing, speaker accommodations, and event coordinator; and
 
WHEREAS, the Common Council previously authorized fundraising for this conference when it had been planned for 2013;
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council recognizes that sponsorship for the purpose of funding the Mayor's Bike Conference will be provided by private businesses and organizations, and that the Mayor and staff are permitted to request and accept said sponsorships; and
 
BE FINALLY RESOLVED, that for all donations received, a report of the amount and contributor will be filed with the City Clerk within six (6) months of their receipt.
