I hereby submit, for your consideration and approval, the following resident committee appointments.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
BOARD OF PUBLIC WORKS
HARALD KLIEMS (5th A.D.) - appoint to the remainder of a two-year term to the position of First Alternate. Harald Kliems is an associate researcher with the University of Wisconsin-Madison School of Medicine & Public Health - Department of Pediatrics. He is the co-founder and vice-president of Madison Bikes. He succeeds Aaron J. Williams who assumed a regular position.

ECONOMIC DEVELOPMENT COMMITTEE
*WAYNE HARRIS, Waunakee - reappoint to the remainder of a three-year term to the position of Resident Member.
TERM EXPIRES: 4-30-2026
*Mr. Harris is a current member of the Economic Development Committee (EDC). He has owned several small businesses throughout his decades-long career, including those located within the City of Madison. Mr. Harris frequently draws on this experience and actively provides insight during EDC discussions. His input is greatly valued by staff and fellow EDC members.
GREATER MADISON METROPOLITAN PLANNING ORGANIZATION POLICY BOARD
TOM LYNCH, Director of Transportation - reappoint to a two-year term to the position of Metro Transit Representative. First appointed 5-14-2019.

ANNIK N. DUPATY (12th A.D.) - reappoint to a three-year term to the position of Member. First appointed 5-24-2022.

TRANSPORTATION COMMISSION

He is the co-founder and vice-president of Madison Bikes. He was a member of the former Transportation Commission and will serve as the cross-over appointment between the Board of Public Works and the Transportation Commission.

URBAN DESIGN COMMISSION
WENDY VON BELOW (5th A.D.) - appoint to a three-year term to the position of Registered Architect succeeding Lois Braun-Oddo. Wendy von Below is a registered architect and project manager for the Division of Facilities Development at the Wisconsin State Department of Administration. She is certified by the National Council of Interior Design and is a LEED Advanced Professional.
