Fiscal Note

The proposed resolution authorizes Monona Terrace to enter into a service contract with Contemporary Services Corporation for security services at the Monona Terrace Community and Convention Center. The annual contract cost will not exceed $90,000 per year. The initial contract length is from October 1st, 2018 to December 31st, 2020 with an option for up to three additional one year renewals. In the 2019 Executive Budget Monona Terrace has budgeted $75,000 for security services. Actual expenditures for the contract have average $80,000 annually in the period from 2016 to 2018.

Authorizing the Mayor and City Clerk to enter into a competitively-selected service contract, for the initial term of October 1, 2018 to December 31, 2020, with 3 additional optional 1-year renewals with Contemporary Services Corporation, for security and related services at Monona Terrace Community and Convention Center.

 

Body

WHEREAS, the City utilizes a contract to provide private security and related services for the Monona Terrace Community and Convention Center; and

 

WHEREAS, the Purchasing Division and Monona Terrace solicited proposals through a competitive process under RFP 8634-0-2017/BO Security Guard Services, Monona Terrace Community and Convention Center; and

 

WHEREAS, the proposals were evaluated by the purchasing supervisor and relevant Monona Terrace staff and based on their scored evaluations chose the highest ranked firm, Security Pros of IL, Inc. and subsequently the City entered into a contract with that firm, for the period June 1, 2018 to December 31, 2020; and

 

WHEREAS, as a result of discussions between the parties, the City and Security Pros Of IL, Inc., mutually agreed to terminate their contract, effective August 8, 2018; and

 

WHEREAS, in order to provide security in a timely manner, the City returned to the proposals submitted under the competitive process and contacted other firms in the order of the scored evaluations; and

 

WHEREAS, the City contacted the second ranked firm, which declined to provide services, and the City then contacted the next ranked firm, Contemporary Services Corporation (CSC), which previously provided security services to Monona Terrace in 2014; and

 

WHEREAS, the City now wishes to enter into a contract with CSC for the period October 1, 2018 to December 31, 2020 with the option for up to 3 additional 1-year renewal terms from January 31, 2021 to December 31, 2023, and seeks approval of the Common Council; and

 

WHEREAS, under Sec. 33.21(11), Madison General Ordinances, the Chair of the Board and the Director of Monona Terrace are authorized to execute contracts for the benefit of the Monona Terrace Community and Convention Center;

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to execute a service contract, for the initial term of October 1, 2018 to December 31, 2020, with 3 additional optional 1-year renewals, for security and related services as described above, with Contemporary Services Corporation, at a price not to exceed $90,000 per year; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board and the Director of Monona Terrace are authorized to execute up to 3 additional 1-year renewals of the contract, on the same terms and conditions as the original contract, except that pricing for the 3 additional 1-year options will be negotiated and agreed to mutually by the parties.
