Title
Authorizing a six-year noncompetitive service contract with Motorola Solutions, Inc. for support, maintenance services and replacement equipment for their proprietary emergency radio communication system.
Body
WHEREAS, the City has purchased and implemented a proprietary emergency radio communication system from Motorola Solutions, Inc. (“Motorola”) which supports the emergency radio communication system; and
WHEREAS, the City’s Mobility & Infrastructure Division manages the radio communication system, and the system serves over 5,000 City, County, State and Federal users and handles over 8 million calls a year; and
WHEREAS, public safety agencies (Police and Fire) rely on this essential service to respond to emergencies, and public works and transportation agencies (Parks, City Engineering, Streets, Fleet, Water Utility, Metro, Parking, and Mobility and Infrastructure) utilize it for reliable communication; and
WHEREAS, the City receives revenues to cover its costs for the radio communication service it provides to non-city users; and
WHEREAS, in order to function, the system requires services to support, maintain, and upgrade the software and requires replacement equipment; and
WHEREAS, the current six-year service contract with Motorola ends December 31, 2026; and
WHEREAS, because the Motorola system is a proprietary emergency radio communication system owned by Motorola Solutions, Inc., there are no other contractors who offer support, equipment replacement and maintenance services for the Motorola system; and
WHEREAS, under the new contract the City is transitioning to Motorola’s Wisconsin Public Safety Network (WiPSN) which significantly reduces capital and operational costs, and maintenance burdens allowing the City to immediately access advanced features and enhance interoperability with neighboring agencies; and
WHEREAS, City staff have negotiated a six-year service contract with Motorola to join WiPSN for ongoing support, maintenance, and equipment replacement, and negotiated a contractual option to leave WiPSN and revert to the current system if WiPSN does not meet City needs and expectations; and
WHEREAS, the contract includes maintenance of the current system at no charge for the first two years and locked pricing for continued maintenance of the current system if the City leaves WiPSN as follows:

WHEREAS, funding for all costs for 2027 is included in the 2027 adopted budget; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than 5 years in duration require approval of the Common Council; and
WHEREAS, software support and maintenance contracts of $75,000 or more per year that are not competitively selected must meet one of the exceptions stated in MGO 4.26(4)(a) and require Common Council approval and Mayor and Clerk signature; and
WHEREAS, this contract meets the exception in MGO 4.26(4)(a)2., “the service required is available from only one person or firm” because only Motorola can support and maintain its proprietary system, as explained in the attached Noncompetitive Selection Request Form;
NOW THEREFORE, BE IT RESOLVED, the Mayor and City Clerk are authorized to sign a contract for services and equipment to transition to the WiPSN system and maintain the existing system as described above, and for related support and maintenance purposes, at the price and duration described above, with Motorola Solutions, Inc.
